Economic Committee, called to alert us of tentative plans to schedule
a briefing of the Joint Economic Committee in April, after the Easter
recess, and also to determine the outcome of the points we agreed to
give some thought to as a result of our 30 January meeting with him.

on Interns Security, Senate Judiciary Committee, called to determine if we

4. alled Les Janka, NSC staff, and
informed him that we were in receipt of a request from Chairman Melvin
G-trice, House Armed Services Committee, to comment on Res 205,
directing the Secretary of Defense to provide certain information relating
to Chile. Janka said they had just focused on this resolution and believes
they would want to handle it in a manner consistent with the handling of
/~ouse Resolutions 206 and 207 by Mr. Marsh, White House, and Mr.
McCloskey, State, yesterday. It was agreed that we would not do anything
further until we hear from him and that he would let us know the outcome
hopefully before the end of the day.
In response to his request on behalf of General Scowcroft, copies
/of S Res 21 and H Res 138 were LDX' d to Janka.

5. 1 uIn response to Mr. Cary's earlier call,
spoke with Clark McFadden, General Counsel, Senate Armed Services
Committee, and he agreed that the matter of the incident in the Indian
Ocean involving the U. S. Navy is a matter requiring him to deal directly
with the Navy to fill in the details.
We also agreed to focus on his need to make use of various articles
in the NID to support Chairman John C. Stennis' (D. , Miss.) and other
staff members of the Armed Services Committee. It was not McFadden's
intent to affect the security understanding governing the use of the NID
within the Committee. I said we would be back in touch with him on this.
McFadden said they would defer to us on permitting an attorney
access to portions of the May 1973 transcripts dealing with Watergate.
It is Ed Braswell' s, Chief Counsel of the Committee, opinion that if they
are faced with requests for access, the Committee may recommend
sanitization and publication of the transcripts and inferentially the
supporting documentation. I told him I thought we would not be in favor
of such a development.
6. Jim Kronfeld, House Government Operations
Committee staff, called and asked if we could reschedule the briefing of
Representative Bella Abzug's Subcommittee on Government Information and
Individual Rights for 5 March at 10:30 a. m. After checking with the Director's
office, I confirmed with Kronfeld the time and date.
25X1 7. ailed Colonel Hammond, DOD, regarding
Res. 205. He said he had been in touch with State and found they are not
doing anything about this. They told Hammond that Stan Lowe, of the NSC,
was working on H. Res. 206. Hammond said as far as he could tell Defense
had no problems in answering H. Res. 205 but we agreed to stay in touch with
the White House and with each other.

13. I I Received a call from Miles Costick,
an aide to Sena or Jesse Helms (R., N. C.). Costick previously worked
for Representative Ben B. Blackburn (R'., Ga.), where he received all of

office, but had not yet received any. He was told when he requested the
change that it would only take a few days. He further stated that the Agency
needs all the friends we can get, that this incident showed how inefficient

problem and I would be in touch with him if we couldn't get the summaries
to him within a week or so. I subsequently checked with the
office and they have again asked that he be put on the distribution list.
14. I I Called Ron Tammen in the office of
Senator William Proxmire (D. , Wis. regarding his,.request to see a copy
of a Secret CIA publication entitled "Soviet Spending for Defense. " I told
him that the study had already been declassified and had been given to
Richard Kaufman of the staff of the Joint Economic Committee in January.
He was surprized and embarrassed that "his own shop" had already received
the publication. No further action is necessary.
