Secretary to Jeff Weinberg in the Office of the Assistant Director
for Legislative Reference, OMB. Ms. Lathan asked when we would
be able to get our comments to OMB on the Justice draft bill
authorizing garnishment of federal wages and I told her. I tlxought
by tomorrow.
Government Operations Subcommittee on Intergovernmental Relations, and STAT
gave for his retention a copy of the Guide for CIA. Statutes and Laws as
requested by OGC.

informed her that the Agency would have no ob,)ection to her changes to the
Agency?s proposed legislation to amend CIARDS. These changes would conform
the Agency?s proposal to identical provisions in S. 1943, which amends the
foreign service retirement act and which )M'F~ recently cleared far
submission to Cmgxess. She then advised me that there is a serious. problem
in clearing our proposal since it involves an additional budgetary- outlay,.
She said she would try to make the best case for th.e Agency bui: STAT
was not optimistic in view of the President's proviso that there be no nets
