LIAISON Spoke several times during the day with Frank Slatinshek and Bill llogan, Chief Counsel and Counsel, House Armed Services Committee, and then later in the afternoon while on the 1-lill, Hogan advised that Chairman Lucien. Nedzi (D., Mich.) had agreed 99 percent with the proposed sale of the residual assets of Air America but was reserving the one percent until. he had in hand GAO' s written report. Chairman Ncdzi gave us the go ahead to explain the matter to Chairman Jack Brooks, I-louse Government Operations Committee. An appointment was set for 2:30 p.m. on Monday, 3 November with the Chairman.. 9. (Internal Use Only - LLM) LEGISLATION Called Pat Holt, Chief of Staff, Senate Foreign Relations Committee, regarding the McGovern amendment, :/f959 to I-l. R. 9005, and said that it would appear to be in the best interest of the United States as a whole that the McGovern amendment not he pushed and he agreed that it would not hurt to see Senator McGovern on this either directly or raise this point with him indirectly with another Senator. Although there is nothing to stop a member of Congress from introducing such proposals, I argued the fact that these things are reported to six committees of Congress and assures a fairly broad cross section. and. that every effort should be made to channel reactions privately back to the Executive Branch rather than publicly in amendments such as this. 10. (Internal Use Only -- LLM) LIAISON Spoke with Benson Buffham, DD/NSA and provided some suggestions with respect to dealing with a particular Subcommittee. 11. (Internal Use Only - LLM) LIAISON Guy McConnell, Senate Appropriations Committee staff, called in connection with the stories in the paper today that the 40 Committee bad had no meetings during the period 1972 through 1974 and said he had been instructed to find out the facts. I said that I believe that the lack of meetings is essentially correct but that the real point is whether the actions were coordinated, and they were, through papers, phone calls, and supporting staff procedures. McConnell said that they would, like to have a letter from the Director on this. Mr. Cary will follow-up. 6. (Internal Use Only - LLM) LEGISLA`.VION Sheridan Brinley, AID, called acknowledging receipt of the points paper we had sent to him last night for use in the Senate Foreign :Relations Committee backup book in connection with the McGovern amendment, -11959 to H. R. 9005. He indicated he would use a great majority of it except for the separation of powers argument. I said I could appreciate the political expediency in doing this but as a matter of principle it is the soundest and strongest argument . 7. (Internal Use Only - LLM) LIAISON Tiny Ingram, Staff Director, Subcommittee on Government Information & Individual Rights, House Government Operations Committee, called. prior to our session scheduled for 1:30 FF.m.. today to ask if we would be bringing with us the reports prepared by I as a result of his periodic review of the Warren Commission material in the possession of the Archive, After checking with C/Services Staff, I informed Ingram that there were no reports but rather letters to the Archivist and we had authorized the Archivist to send two of those letters to the Subcommittee. Later, in the company of met with Ingram, 13i11 STAT Florence, of the Subcommittee staff, and Donovan Gay, of the Library of Congress,to discuss the guidelines used by the Agency in connection with the declassification of information, particularly the Warren Commission information. The session went very well and Ingram said he would. send us a letter covering the follow-ups from the session. Mr. Florence seemed to be primarily interested in the mechanism and laws relating to the Freedom of Information Act. Mr. Donovan, who apparently has reviewed much of the Warren Commission holdings in the ./archives, was basically interested in whether we would use the national security "excuse" for non-declassification. (Confidential - LLM) BRIEFING Pat Holt, Chief of Staff, Senate Foreign Relations Committee, called and said the Committee would like to receive a briefing from the Agency and the Department of State on Africa on Wednesday, 29 October at 10:00. Holt said that this would not be a joint CIA/State briefing. Holt felt that the briefing would last only an hour. I confirmed with I-Iolt that the Committee, was basically interested in Southern Africa but that it is possible that some of the senators might ask questions about Northern Africa, such as Morocco and Spanish Sahara. 25X1 25X1 25X1 12. (Internal Use Only - LLM) LIAISON Talked to Jim Wilson, Technical Consultant, House Science and Technology Committee, explaining that we had not been in touch with the Committee for some time because of the press of other business but that we had not forgotten them. Wilson thanked m.e for the consideration and asked us to review our holdings to determine if we might have something of interest to report to the Subcommittee on Space Science & Applications chaired by Representative Don Fuqua (D., Fla.). 13. (Confidential - GLC) LIAISON Called Ralph Preston, I-base Apln-cpda.tions Committee staff, and raised. with him the problem. of the Select Go).-nmittees asking for our memoranda for the record or transcripts of committee briefings. (Internal Use Only - LLM) LIAISON Tim Ingram, Staff Director, Subcommittee on Government Information & Individual. Rights, House Government Operations Committee, called referring to their oversight of the NationaC~a:chives and wanted to arrange an interview with of the Agency, to determine what guidelines he had used in his periodic review of the Agency's contribution to the Warren commission holdings which were conducted in 1965, 1967, 1968, 1970, 1972 and 1973. Ingram is aware that we are currently reviewing this material again and said the Archivist had informed them that he was referring their request to CIA for their consideration on the CIA material involved. Ingram was not clear on whether he was only interested in the guidelines followed or if he will be interested in some of the substantive information in those records. I said if it was the latter, we would most likely run into the same problem of intelligence sources and methods that we had earlier experienced. He said he would limit himself to the guidelines for now. John McMahon, ADDA, has been advised. 16. (Unclassified -- LLM) LEGISLATION Bill Hogan, Counsel, Mouse Armed Services Committee, called to express his concern that providing for CIA doctors in the Senate version of the Ilouse passed legislation designed to provide personal immunity for Title 10 doctors while performing. their official duties, might hamper the ultimate approval of the legislation. I explained this was not our intent but we had a problem and this seemed to be a suitable legislative vehicle and I asked :o join in the conversation to review our progress in the Senate side up to now. Learning that only doctors were involved, Hogan said he would check with the I-louse Judiciary Committee to see if they would have any objection to the add on for Agency doctors, explaining that he had cleared the proposal earlier with that Committee in order to get it through on the consent calendar. 17. (Unclassified - BAA) LIAISON Yesterday, called Bette Starkey, Appointment Secretary to Representative Paul Rogers (D., Fla. ), to set: up an appointment for Messrs.
