7. 1 1 LIAISON Received a call from John Schwat,
of the?tf Congresses, Schwat was interested in opinion polls regarding
public awareness of various parts of the intelligence community. After
checking withi I gave Schwat cites to four opinion polls dealing
with intelligence matters. However, none of them were exactly on the point
Schwat was researching.

on the Judiciary an was. o e names of the agencies which had. been asked
to comment on the bills requiring financial disclosure.

9. I ILEGISLATION Called Tom. Moyer and D .vve Reitch,.
both in the General Counsel of the Civil Service Commission, regarding the
numerous bills requiring financial statements by Federal employees.. Civil
Service has been. asked for their comments on these bills by the House Judiciary
Committee. Reitch said the Commission was not planning to respond to the
Committee, because they get hundreds of requests every Congress for comments
and can only respond when a bill becomes active. However, we discussed the
merits of the bills, and he agreed that the Agency's special problems would
require an exemption.

preparation ol Agency comments on S. 1481, Senator Birch Bayh's (D. , Tnd.. )
proposal to ban. the use of the polygraph, I called General Counsel
of NSA, 1offered to send me material on NSA's use of the polygraph.

11. FOIA . Called Jim.I-Iyde, OMB, and asked if
he would want us to c ear with them our reply to a letter from Representative
Ashbrook's (R. , Ohio) inquiry as to whether we are having any problems in
implementing the recent amendments to the Freedom of Information Act.
Hyde requested that we clear our response with him and asked that I send
him our draft for their preliminary review before the Director's approval.
STATOTHR 12. FOIA Called John Casciotti, in the office
of Senator is ar c wee. e Pa. , and inquired as to whether an FOI
request from a constituent, addressed to the FBI, which was

10. ) Called Les Janka, NSC staff, and
mentioned the follow-up call I had received from Mike Oppenheimer, GAO,.
and told him that we were getting into an awkward position on this matter.
Janka acknowledged that the matter was pending with Dr. Kissinger and said
that as I had understood there was no objection to our advising GAO that
we were awaiting NSC guidance on this matter.
11. uInformed Charles Snodgrass, House
Appropriations Defense Subcommittee staff, and Noel Daoust, House
International Relations Committee staff, that there was a Presidential
finding to report in a timely fashion. Snodgrass said the report would.
have to occur after the recess and Daoust will inform Marian Czarnecki,
Staff Director. Both Frank Slatinshek and Bill Hogan, House Armed
Services Committee staff, are on vacation and we will inform them on

Shackley, to a meeting with Charles Snodgrass, House Appropriations
Defense Subcommittee staff, concerning the upcoming trip to the Far East
by members of the Appropriations Subcommittee and his interest in
meeting our COS's and identifying an unique,value attendant to Agency
management of certain programs.
13. poke with Dr. Richard Grimmitt,
Congressional Research Service, Library of Congress, concerning his
inquiry of Friday relating to the Director's statement of '4 August 1975 before
the House Select Committee on Intelligence. Grimmitt has said that the
State representation on the 40 Committee and the NSC Intelligence Subcommittee
appeared to be reversed. I advised Dr. Grimmitt that his observation
was completely accurate and that the Director's statement was in error.
I told Grimmitt we appreciated his bringing this to our attention.
