9. (Unclassified - GLC) Paul Ahern, in the office of Representative
Robert McClory (R. , Ill. ), called to say that the Representative was
interested in any examples we could give him of actions (which are now
in the public domain) which were taken by the Agency in the past with the
full knowledge of the President. He said Mr. McClory is interested in
having this information to react to any allegations on. the floor of the
House today that the Agency is a free wheeling organization that conducts
its activities without Presidential direction or supervision. We reviewed
a number of items, including the development of the U-?, the Agency's
role in the war in Laos, the action taken at the Bay of Pigs (I suggested
he discuss the important role that the Agency took during the Cuban
Missile Crisis) the Agency's technological accomplishments in intelligence
collection. I also gave him a quotation from Vice President Rockefeller's
TV appearance yesterday in which he said it was "fair to say that no major
undertakings by the CIA were done without either knowledge and/or
approval of the White House."
10. (Unclassified - GLC) Jack Maury, DOD (Legislative Affairs),
called me at home yesterday to talk over the R_v___Le.LTu ss n
Report. Maury said he was preparing some material for Mr. Schlesinger
and wanted to compare notes with us. He also talked to on 25X1
Sunday and with me again this morning on this subject.
11. (Internal Use Only - GLC) Called Chuck Snodgrass, House
Appropriations Committee staff, to discuss further his request of Friday
that we prepare some alternative appropriations language for an open
Agency budget. I told him that as he knew we were opposed to any such
provision and wanted to be absolutely certain that the Committee understood
that in acceding to his request we were not in any way supporting an open
budget. Snodgrass said he would make this point clear and jokingly said
he would inform the Committee that the Agency provided this language
"under extreme duress." We are to see Snodgrass on Thursday to discuss
activities of the Senate Select Committee and he hopes that this 'language
can be ready at that time so that we can discuss the matter further.
12. (Unclassified - GLC) By way of follow up to his conversation
with the other day, I called Torn Smeeton, on the staff of
Representative William Broomfield (R., Mich.), to arrange to meet
with him to talk about legislation which he is drafting for a joint committee
on intelligence. He said he would have rough copies of the legislation
tomorrow and suggested that we get together tomorrow afternoon to discuss
this.

19. WPB) David Bushong, Office of Legislative
Affairs, Department of Justice, called to share with me some intelligence he
has obtained on S. 495, the "Watergate Reorganization and Reform Pact.
He said that he had some indications that the sponsors of S. 495 may be
disposed to back down on the sweeping provisions in Title I of that bill and are
considering an amendment in the nature of a substitute. He asked that I keep
my eyes and ears open and share with him anything I was able to learn from
the Hill on 5.495 and its prospects.
20. WPB) Received a call from Werner Brandt
on the personal staff of Representative Thomas Foley (D., Wash.). R.ep--
resentative Foley is Chairman of the House Committee on Agriculture.
Brandt said that the Chairman thought that it would be a good idea if the
members of the committee and several of the staff could be given an overview
of the international sugar problem by the, Agencies "economic people. "
Specifically the committee is interested in USSR beets, Eastern Europe
beets, Cuban sugar production, and the dealings of major foreign sugar firms.
He was interested in setting this up, if possible, around July 10 or 11. He
asked about the possibility of an unclassified paper on the international sugar
problem to supplement any oral presentation. I told Brandt that I would get back

6. GLC) Dick Kaufman, General Counsel, Joint
Economic Committee, called and asked if the Director's 18 June briefing
of the Committee could be held at 2:00 p. in. instead of 10:00. He also
said they would like, by the end of this week, the responses to the
questions they posed in a letter to us so they can prepare questions for
the briefing. After checking with the Director's office, Mr. Kaufman
was advised 2:00 p. m. on the 18th would be fine.
7. GL C) I talked with and asked how 25X1
the session went out here yesterday. I told him I was sorry that I was.
not able to attend. aid they had an opportunity to get through a
lot of information, I asked him if Field felt he had seen what he came
for and aid he thought he had.
8. ILLM) Bob Monahan, Tl +f art fl rf?mtsn!, Called
on the status o the Agency's security review of the Gates transcripts of
testimony before the Senate Foreign Relations Committee on the U-7- and
the Summit meeting. He said State had already returned their transcripts
to Pat Holt, Senate Foreign Relations Committee staff, and he felt he
would soon be getting some heat from Holt. In response to my query,
Monahan said Holt had informed Defense people that they did not intend
to mislead various Federal agencies by Holt' s follow-up letter to them.
9. ILLM) Called Mike Reed, in the office of the
Speaker of the House, and said we were once again getting very firm.
indications that the Subcommittee on Postal Facilities, Mail and Labor
Management, House Post Office and Civil Service Committee, desires
to have either Mr. Colby or another Agency witness testify on the mail
survey program. I reminded him we had called his attention to this
previously against the possibility that the Speaker may be able to be a
restraining influence on the various committees wanting a piece of the
action, that: we wanted him to know of this latter development especially
in light of Messrs. Cary and scheduled. meeting with the Speaker. 25X1
tomorrow. I told him we would appreciate any advice or support Reed
could give us. He was quite pessimistic as to whether anything constructive
could be done in light of the current atomopherics surrounding the I-louse
Seect Committee.

11. (Internal Use Only - LLM) Met with Jim Pyrros, Administrative
Assistant to Representative Lucien N. Nedzi (D., Mich.);, in line with our
conversation earlier in the day and provided him copies of the confidential
contributions to "Intelligence Studies" b and Mr. Nedzi on 25X1
congressional oversight, etc. Pyrros wane these against the possibility
:for".. use in rejecting challenges to the effectiveness of Nedzi's oversight
of CIA. I said there were some obvious excerpts and particularly from the
last two pages of paper dealing with Nedzi oversight, which could be
used but that there is other information therein which should not be used
publicly, and Pyrros agreed. Pyrros said that Nedzi this morning had
announced that he would not resign fromthe House Select Committee, and that
the Speaker had indicated publicly that there was no reason for Nedzi to resign.

Relations Committee staff, and refreshed his memory on a sensitive area.
He agreed that the use of the information would be consistent with Chairman
John Sparkman's (D., Ala.) instructions. This is a follow-up to Senator
Dick Clark's (D., Iowa) visit to the Agency last Thursday. Holt could not
give me any assurances that in the proper security environment Senator Clark
would not ask Administration spokesmen to explain the underlying policy, even
though I indicated that I thought this was getting into a privileged area since
the decisions were made by the President and I thought it inappropriate for a
subordinate of the President to comment on what recommendations or advice
the President had received from him or his agency or department.
13. (Internal Use Only - LLM) Left with Brady Williamson,
Legislative Assistant in the office of Senator Dick Clark (D. , Iowa) information
in response to the Senator's query concerning Rhodesian chrome.
14. (Internal Use Only - LLM) Julie Marshall in the office of
Senator Dick Clark (D., Iowa) asked if we could look into the chances for a
briefing of the Senator on Korea. She showed me a note from the Senator to
her indicating that Mr. Colby had said that an Agency reassessment of this
topic would be ready sometime in June. as been advised.. 25X1

CIA publication, "The Soviet Economy: 1974 Results and 1975 Prospects. "

to associate the Agency with the FBIS item, but they do intend to send the
corrected item to the 100 co-signers of Mr. McDonald's letter concerning
restrictions on aid to Chile.

Torbert Macdonald (D. , Mass_ ), called and asked its for a letter confirming,
that the FBIS TASS item was not published in our Daily Reports.
Later, I advised her that TASS had made the correction she had
asked for and I said we would send her a letter and. a ..copy of the corrected
item.

met with Paul Summitt, Chief Counsel, Senate Judiciary Subcommittee on
Criminal Laws and Procedures, and discussed pending legislation on
electronic surveillance. See memorandum for the record. 25X1
12. PLC) Delivered to the personal secretary of
Representative Paul cCloskey, Jr. , (R. , Calif.) the first page of
"Sam Adams" papers which were reviewed and declassified.
13. PLC) Called Jenny Hatfield, in the office of
Representative Thomas M. Rees (D., Calif.), in response to her query
as to the status of the FOI request of their constituent, Axis Anagnos. I
told Ms. Hatfield that Anagnos had appealed the decisions of the FOI
Coordinator and his case was now on appeal before the Information Review
Committee. She asked that a written letter to this effect be submitted.
14. - DFM) Received a call from Mrs. Stevens at the
Embassy of Iran. She had read in the June 1st New York Times of a CIA
publication entitled "The Soviet Economy: 1974 Results and 1975 Prospects,"
and wanted to know if the Agency would send a copy to the Embassy. I pleaded
ignorance of the document in question and promised to let her know if it was
generally available. After checking with Mr. Thuermer, I informed
Mrs. Stevens that the document was available through the Library of Congress
DOCEX program, and that this would probably be the fastest way to get the
report. Mrs. Stevens seemed satisfied to obtain the document from the
Library. I subsequently notified of 25X1
Mrs. Stevens' interest.
15. GLC) Received a call from Jack Maury who said
that x;-1,1 -,rno,.-r^ay go before the Senate Armed Services
Committee on the 9th or 10th of June on- Diego Garcia. He was interested in
the Agency's testimony on Soviet presence in the Indian Ocean before the House
Foreign Affairs, Investigations Subcommittee earlier in the year.. I said we
could not, under the ground rules, give him a copy of the transcript, but
that I would have who attended that briefing, call and give him
the flavor of the testimony. 25X1
