the preliminary work had been handled by volunteers, and indeed. as has been

and the Agency's charter, Sankster minimized that possibility and said it
was just an informal discussion among a wide range of disciplines and that
members of Congress are attending and they hope that repx?esentatives
of State, Defense, academia, labor and others would be there, IIe also said
that Senator Fulbright and Colonel Edward King would be there. From his
other statements, the: conference appears to be whether any U. S, interests.
are being sez?ved by U. S, agreements with Spain. There will be no fixed
agenda or prepared statements, but the attendees at thc~ conference, whir, Ii
