BRIEFING Spoke with Leslie Yates, Subcommittee on International Resources, Food and Energy staff, House International Relations Committee, and laid out the ground rules in connection with the briefing of the Subcommittee tomorrow on the situation in Angola, bordering countries, and So T' - f and Chinese aid. She said their principal interest related to the possibility of refugee problems in Angola which may require U. S. assistance. I said I did 25X1 25X1A 25X1A 25X1 agreed. Messrs. Bill. I pointed out tha.1: since this was to be an informal session, we wanted to be assured that no member would feel free on procedural grounds to discuss classified information which could not be revealed under Committee .rules if it was a. formal session and I received such assurances. On that basis and in. response to her query, I told her that widening the audience would not affect the substance of our briefing. I also recommended that our intelligence briefing he separated from the group's session with Edward Mulcahy, Deputy A - 4 - - 1 - 1 of African Affairs.
