information bills, called to say that he had some comments from Justice
Department on our report which he would be forwarding to me.

OMB,1 to report that the Agency agreed with the Administration's position
in the State Department's letter to the Senate Foreign Relations Committee
on S. 1341, to establish a 200-mile Marine Pollution Control Zone. The

a listing of people suing the Agency for alleged illegal domestic activities.

staff of the House Committee 'on International Relations, and passed along the

14. I I CONSTITUENT Holmes Brown,
in the office o? Senator Floyd Haskell D., Colo.), called on behalf of
a constituent concerning an article by Paul Scott in the Lubbock Avalanche.-
Journal of 21 May 1975 referring to a CIA document that states that Z50, 000
people have been killed in South Vietnam since March 1975. 1 told Holmes,
not for attribution, we had no evidence supporting such an allegation and
this was consistent with what he had heard from the Department of State.
15. I I INTELLIGENCE BRIEFING Richard.
Perle, Permanent Subcommitte on Investigations, Senate. Government
Operation Committee staff, called referring to his request of -
a week ago and said that.Senator Henry Jackson (D., Wash.) is very
insistent that Perle be briefed on Agency information bearing on SALT I
and related matters, including any "new finds." He is also interested in
a briefing on technology transfer (Perle referred to a recent Agency study
on this question) and the specific case of the diversion. of integrated
circuitry equipment. The briefing on SALT he would like for. tomorrow
and the technology transfer briefing for either Friday or early next: week.
I told Perle I would see what: we could do.
16. I 1 FOIA Called Bill Weaver, OGG/OMB,
and told him that a letter to Mr. William Nichols, General Counsel, would be
in the mail tomorrow morning responding to OMB's request for declassification
of the 22 December 1956 letter from Director Dulles on. Section 305 of the
Communications Act of 1934. Weaver thanked me for the call.,
