INTELLIGENCE BRIEFING Accompanied OSR, to a briefing of Representative Les spin (D., Wis.) and his Legislative Assistant, Ed Schaller.t, on Soviet defense spending. The briefing went well. Representative Aspin seemed to be quite knowledgeable on the subject of Soviet defense and seemed to be appreciative of the briefing. He may use the information to support arguments against a recent DOD statement on the increase in Soviet defense spending. 7.1 LIAISON Received a call from a member on the staff of Representative Max Bau.cus (D. , Mont. ), who requested a tour of the Agency for the Congressman's Legislative and Administrative Assistants. I told her that there were no tours given of Agency facilities but that a member of our staff would be happy to meet with any member of the Congressman's staff for a chat about the Agency. She said she would call us back if this was desired. 8. LIAISON Together with met with Duke Short, Senate Juclici.ary SE Division, on Internal Security, and gave him the material prepared by I in connection with his appearance before the Subcommittee. Short said that he does not yet know which Senator will preside, however, he hopes it will be Senator Strom Thurmond (R. S. Car. ) The hearing will be held in Atlanta, Ga. sometime in November. 9. LIAISON Senator Milton Young (R., N. Dak.) returned Mr. Cary's call and I explained the subject matter and the Senator said he would be free to see Mr. Cary later in the afternoon. Senator Young asked me about General Ii'ranco, indicating that Chairman John McClellan (D., Ark.) 1177p ed a note around the Appropriations Committee late yesterday that CIA had indicated that Franco was dead. I confirmed that we had received an alert on this late yesterday but at this point it is not all that clear. I BRIEFING Pat T=1olt, Chief of StLff,. Senate Foreign Relations Committee, called and said the Committee would like to receive a briefing from the Agency and the Department of State on Africa on Wednesday, 29 October at 10:00. Holt said that this would not be a joint CIA/State briefing. Holt felt that the briefing would last only an hour. I confirmed with Holt that the Committee was basically interested in Southern Africa but that it is possible that some of the senators might ask questions about Northern Africa, such as 'Morocco and Spanish Sahara. 12. LIAISON Talked to Jim Wilson, Techical Consultant, Tlouse Science and Technology Committee, explaining that we had not been in touch with the Committee for some time because of the press of other business but that we had not forgotten them. Wilson thanked rue for the consideration and asked us to review our holdings to determine if we might have something of interest to report to the Subcommittee on Space Science & Applications chaired by Representative Done Fuqua (D-., Fla.). 13. ) LIAISON Called Ralph.
