Called Bill Hogan, House Armed Services # Committee staff, and advised him that the story in today's New York Times concerning the hiring of Mitchell Rogovin. I said the arrangement is in fact a contract with the firm for the services of Rogovin. I said fOr his private information he will get a salary not in excess of the Government ceiling. He said he felt hiring Rogovin will probably be helpful, although we will probably get some initial flack. Hogan asked about the staff memorandum that was mentioned in today's papers concerning Mr. Colby and the Rockefeller Commission. I said I didn't know the story on that but that the Commission did say in their report that overall they thought it was best to have a non- career man in the top job. I added they also thought that some part of the budget should be made public. Hogan felt this was terrible. He said as a matter of fact it probably is a blessing during these difficult days to have a career man who can understand the situation better. I heartily agreed.
