SUBJECT: Conversation with Andrew Hamilton, Senate
Committee on the Budget
1. Received a call today from Andrew Hamilton, Counsel,.for
National Defense and International Affairs, Senate Committee on the
Budget, who is interested in establishing liaison with the Agency.
Mr. Hamilton is a former employee of the National Security Council
staff (1970-1971). He said his responsibilities with the Senate Budget
Committee were similar to those of an "Associate Director of Inter-
national Affairs. " He said his responsibilities will cover the fields
of national defense and international affairs. He said he plans to look
at the Department of Defense budget on a mission basis and on the
"environment of the threat. " He said as part of his responsibility, he
expects to have a substantial basis for intercourse with the Agency over
the years. He said as far as the Agency is concerned, he anticipates
his area of responsibility will be concerned with finished intelligence
and budgetary data for both the Agency and the intelligence community.
He said he did not expect he would get into operations unless there
was a very substantial reason to do so. He added that they would be
interested in assessments that bore on budgetary considerations and
in the budgetary considerations themselves.
2. Having received an advanced alert that I would get this call,
from Hamilton, I took the matter up with Guy McConnell, Senate Appro-
priations Committee staff, before this conversation with Hamilton took
place. It is McConnell's view that the Budget Committee would have no
reason to get into the Agency budget and that we should discuss this matter
with Chairman John McClellan if we get pressured from the Budget
Committee. I told Hamilton that I did not know how things were going to
fit together with respe ct to the Budget Committee but I' would look into
the situation and talk with him further.

3. Mr. Hamilton is interested in having his compartmented
clearances reinstated and mentioned the Chairman of the Budget Committee
has sent a letter to DOD requesting that his Top Secret DOD clearance
be reinstated. Without making any commitments with respect to substantive
contacts for the future, I suggested that Hamilton pursue the matter of 1 ATOTHR
basic clearances with DOD while I looked into other aspects of the questions
he raised and we would talk further about this at a later date. ilton's 25X1A
