Bryan Atwood, in the office of Senator Thomas Eagleton (D. , Mo. ), called to arrange a briefing for the Senator and himself on the situation in Asia, particularly Korea, Thailand and the Philippines, in preparation for the Senate debate scheduled next week on U. S. foreign policy. Senator Eagleton is interested in identifying the next "domino" (a word per Atwood not in the Senator's foreign policy vocabulary). Atwood said they would treat our information as background and not for attribution. Atwood said he has a DOD Top Secret clearance. The briefing is scheduled for Thursday, 29 May at 10:30 in the Senator's office. 10. (Unclassified - FMC) Received a call from Rita Argenta, Secretary to Bill Hogan, Intelligence Subcommittee, House Armed Services Committee, who has some material for someone to pick up at the Committee when they have a chance this week, I told Mr. STAT 11. (Confidential - PLC) Bob Hull, Department of State, who handles retirement matters called and requested a copy of the Agency's package amending the CIA Retirement Act which is now in OMB. Hull indicated that State will be soon sending their proposal amending the foreign service retirement act to OMB. The package will be substantially the same as was submitted to the last Congress. A copy of the retirement package was sent to Hull. 12. (Confidential - PLC) Ran into Paul Sumrnit---Sv!nafp T?r1jr in -.T Subcommittee staff on Administrative Practice and Procedure, He alerted me to the upcoming hearings in late June on the Nelson and Kennedy bill on. electronic surveillance, They intend to call the Attorney General and perhaps one or two other witnesses, This would clear the bill for reporting out. However, Senator John L. McClellan (D. , Ark.) feels the bill goes too far as concerns requiring warrants in all cases of foreign intelligence. They hope not to have the bill reported out of subcommittee, however, he said there is a good chance that Senators Edward M. Kennedy (D. , Mass.) and Gaylord Nelson (D. , Wis.) will get it out as an amendment to S. 1, when it is reported out or as a floor amendment to S. 1, codification of criminal laws. '~ ?7Prr?. (Confidential PLC) Aaron Vogel, in the office of Representative H I erbert E. Harris II (D. , Va. ), called on behalf of a constituent, is a former Agency employee who has had a workman's compensation claim for injuries sustained while employed by the Agency pending for at least three years, had been a communicator and the 25X1A injury involves loss of hearing. Ms. Vogel asked why the Agency was requiring to take a second hearing test at the site in Europe where the hearing loss occurred, since the first test appears adequate. I told her I would look into the matter and call her back. I I O/PERS, has been advised. 25X1A 11. (Confidential - PLC) Sat in on a briefing given by l OCI, for Mike Telson, House Budget Committee staff, on the energy sources in Venezuela and Mexico. The briefing was unclassified and was requested by Te1son for his background in connection with. his trip in a few weeks to Central and South America as part of a cultural USIA program. The trip in no way concerns congressional matters. Telson was most appreciative and displayed considerable background in Central and South America having been raised in Cuba. At the conclusion of the briefing he added that energy and the environment will be his areas of interest on the Budget Committee. He volunteered that Representative Elizabeth Holtzman. (D., , N. Y.) had attempted to have the Agency budget reviewed by the Budget Committee, however, the effort was defeated principally by Representative Robert N. Ciaimo (D. , Conn.) and feels that Agency matters must be handled securely by a select group within the Congress. He felt that undoubtedly the CIA budget will in some way eventually be reviewed by the Budget Committee. 12. (Confidential - FMC) Called Marsha Matt, House Appropriations Committee staff, and asked that she check with either Mr. Preston or Mr. Snodgrass, on the Committee staff, to request approval for the Agency to destroy the typewriter ribbon used by the shorthand reporters in transcribing the 6 May 1975 transcript of the Director's appearance before the Defense Subcommittee. He said he would check into it right: away. 18. (Unclassified - GLC) Called Bill Miller, Senate Select Committee staff, and 1:a his absence, asked his secretary to tell him I would meet him at the Joint Committee on Atomic Energy offices at his convenience today to transfer some material to the Select Committee. She said she would pass this message on, Later, Bill Bader, of the Select Committee staff, called and. I met with George Murphy, Executive Director, Joint Committee on Atomic Energy, and worked out procedures for certain documents to be placed in Murphy's custody as agreed in letters from the Director and the Chairman of the Senate Select Committee to Senator John Pastore (D. , R. 1.) on this subject.
