(Internal Use Only - DFM) Called George Gilbert, OMB, regarding their request for approval of the State Department's no comment position on H. R. 1311. This bill would prohibit an officer of the U< S. Government from soliciting any citizen to make an expenditure to influence a foreign election. I told Gilbert we feared that the language of the bill was broader than is intended, i. e. , to prohibit private funds from being channeled through the Government to influence a foreign election. I told him this was the kind of issue that we should raise rather than State, so that we would develop a final position on the bill ourselves and forward it to him shortly. STATINTL 2. (Unclassified - DFM) In response to an inquiry from I called Edith Waskewich in the legislative liaison office of the Department of State to confirm my belief that there were no executive agreement bills requiring the publication of all past executive agreements. She knew of none, but did mention P. L. 92-403, which requires transmission to Congress, under injunction of secrecy where necessary, of all executive agreements. I subsequently passed this infor. -- nation along to 3. (Internal Use Only - DFM) I I and I met with Dennis STATINTL Unkovic, Legislative Assistant regarding several pieces of legislation of interest to the Agency which are pending in t e. The topics we covered with Unkovic were electronic surveillance legislation (S. 743); the S. 1210 amendments to the Freedom of Information Act; S. 1289, "Open Communications Act;" and the bills on congressional approval of executive agreements (S. 632. and S. 1251). See Memorandum for the Record. 4. (Unclassified - CG) Received a call from, a man on the staff of Representative Clarence E. Miller (R. , Ohio) who asked how m nv (Irnes Mr. Colby had testified before Congress this year. I told h_rn the Director's appearance before the Abzug Subcommittee on Government Information and Individual Rights, House Government Operpf,.ons Committee, on Wednesday had been the 38th appearance. I gave her the information she requested and told her that the Air America people would be happy to help her. 2. (Internal Use Only - RJK) Met with Lillian Smith., Minority staff, House International Relations Committee, and gave to her for Toni Smeeton, who was in a briefing, two charts showing the intelligence communit and the Agency structure. 3. Percy's (R., Ill.) office for Scott Cohen, a copy of the Agency publication entitled The Soviet Economy: 1974 Results and 1975 Prospects" (A (ER 75---62)).. 4. (Internal. Use Only - RJK) Met with Tim Ingram, Subcommittee on Government Information and Individual Rights, House Government Operation. Committee; staff, and provided him with a copy of the Director's prepared state, ment before the House Select Committee on Intelligence of 15 June 1975,,. per arrangements made by Mr. Miller. 5. (Unclassified - RJK) Mr. Stevenson, on. the staff of Senator John C. Culver (D., Iowa), called to ask for FBIS reports from Somalia and the Soviet Union relating to the establishment of a Soviet naval facility in Somalia for the period 10-25 June. After checking with FBIS Liaison I called him back saying that the reports would be mailed to him directly. 6.. (Internal Use Only - PLC) Jay Sourwine, Counsel- QPnar- Subcommittee on Internal Security called on behalf of James L. George, a xnenibc:i of Senator Bill Brock's (R.. , Tenn.) staff. Senator Brock is extremely con- cerned about the attacks upon CIA and he wants to give a speech on the Senate floor on the nature and extent of KGB operations in the United States. George is compiling material for Brock's speech and contacted Sourwine. Sourwine felt tha.i: his material is insufficient and he asked if arrangements could be nzacie for an Agency officer familiar with KGB operations to -talk to George and provide him information and possibly material that Brock can use in his speech. I told Sourwir that I would check into this for him. Sourwine asked that we call George directly (224-?1481) as to what can be arranged. (Internal Use Only - PLC) Met with Al Tarabochia, Chief Investigator,ubcommittee on Internal Security. I told Tarabochia that a check of Agency records on the Cuban woman in whom he was interested had revealed information which was apparently identical and that I should have it to him by the end of the week. Tarabochia had been given the name of the individual, Alina Aloya, by an American newsman who accompanied Senator and Mrs. McGovern during their recent trip to Cuba. The Cuban woman was among the group in Cuba that hosted Senator McGovern while he was in 25X1 Cuba. Tarabochia asked if it would be possible for an Agency to talk to him about the background of this individual. I told him I would check and let him know. 8. (Internal Use Only - PLC) Met with Representative John E. Moss (D. , Calif.) and discussed his letter to the Director stating that the Directors response to his request to review any information that the Agency has concerning him was clearly inadequate. I explained that other than several FBI reports, whic we had asked the FBI to provide to him directly, the only material we had was maintained in the folder in his name in the Office of Legislative Counsel. I also explained the type of information contained therein. He agreed that he did not want any material which concerned mutual correspondence and copies of which would be already in his office files. He asked that I provide him all other information. He made clear to me that he has an oversight responsibility over the Agency as ranking member of the House Government Operations Subcommittee on Legislation and National Security and feels that he must know what information the Agency maintains concerning him. I told him I would comply but we would have to delete any references to intelligence sources and methods and those journal entries which are totally unrelated to him or his office. He asked that: I provide him this information after the July 4 recess. Representative Moss was most congenial and stated several times that this manner of handling his request was completely satisfactory to him. 9. (Internal Use Only - WPB) Called Dennis Unkovic, Legislative Assistant to Senator Hugh Scott, (R. , Pa.), to arrange a meeting with him forl and myself in order to discuss legislation pending before the Senate Judiciary Committee, i.e., S. 1210, Senator Kennedy's amendment. to FOIA; S. 1289, a bill on executive calendars; and S. 743, a bill on electronic surveillance,, and various executive agreement bills. A meeting has been set for 2:00 p.m., Thursday, 26 June. (Internal Use Only - WPB) Took a call from Jay Sourwine, Counsel, bcommittee on Internal Security, who asked whether we knew of any small, commercially available tape recorder better than the Hitachi TR 210 for taping room-sized conversations. I said I would get back to him on this. 11. (Confidential - WPB) Jim Wentzel, Office of Legislative Affairs, Department of Justice called with regard to the Director's letter to the Attorney General concerning upcoming Department testimony on electronic surveillance legislation. He said he just wanted to assure the Agency that the Department will continue to reflect the interests of the foreign intelligence community in its testimony and its other efforts on electronic surveillance matters. We then went on to discuss prospects of the various bills pending before the House and Senate. Mr. Wentzel was quite pessimistic. He said that, in his opinion, the going will be tough, that Congress will pass unacceptable legislation, and that it will ultimately come down to whether a Presidential veto can be sustained. 12. (Internal Use Only - WPB) Werner Brandt, on the staff of Congressman Tom Foley, Chairman of the House Agriculture Committee, called to confirm the Agency's sugar briefing for July 9, between 5:00 p. in. --- 7:00 p.m. at 1301 Longworth. He mentioned parenthetically that the Committee might be interested in a briefing on wheat at some future date. 13. (Internal Use Only - WPB) Received a call from Mark Kolner on the House Republican Research Committee who had some questions on General Walters' trip to Portugal last year. Specifically, he asked whether his mid-August visit was a "state visit, " whether he reported his findings upon his return, and, if so, whether this report was written and available to the public. I asked the underlying purpose of this request, and he said that the Committee was studying the development of the situation in Portugal and of U. S. relations with Portugal. I told him that I would get back to him. 14. (Internal Use Only - PLC) Talked in some detail with Mike Cavanagh, Staff Assistant, House Post Office and Civil Service Subcommittee on Postal Facilities, Mail, and Labor Management, regarding a proposed date for the Director to testify before the Subcommittee and on whether or not the hearing should be held in executive session or not.
