Va.) aide on the-_qc-natt--J11r1ii-inv_w #mm ii We discussed four areas of legislation before the Committee of concern to the Agency: S. 1210, to amend the Freedom of Information Act; S. 1289, "Open Communications Act;" congressional approval of executive agreements; and electronic surveillance. Hart was quite friendly and seemed to support our position on a number of points. He strongly recommended, as have other staff members of the Committee,, that we continue to see the legislative assistants to the Senators on the Committee regarding our interests, and particularly suggested that we meet with. the aides to those Senators whom we do not believe will support us.. 8. (Internal Use Only - KKH) Arranged a personnal interview 25X1A for 1 -1 referred by Representative William L. Armstrong's (R. , Colo.) office, with at 1500 hours on Wednesday, 9 July 1975. 9. (Unclassified - GLC) Mark Fox, in the office of Senator Patrick Leahy (D. , Vt. ), called to say that for some reason they had omitted the Agency in a.questionnaire to various Government departments on the number of congressional inquiries they receive from the Congress. Fox said they are doing this as part of a study on the burden of the workload of constituent cases on their office. We talked at some length about this and I brought up the subject of the workload imposed by the Freedom of Information Act. I told him I would be happy to give him a note on the number of congressional and FOIA inquiries we receive. 10. (Confidential - GLC) Following up on discussions at this morning's 9:00 a. m. meeting, the Director advised he had called Chairman George Mahon, House Appropriations Committee, and Representative Robert Giaimo regarding possible cuts in the Agency budget (Comptroller's Office has the details on this). 11. (Unclassified - GLC) Called Clay Swanzy, Press Aide to Representative Jack Edwards (R. , Ala. ), in response to his call the other day relaying a request that General Walters appear on a television program conducted by Representatives Edwards, Robert L. F. Sikes and Trent Lott. I told Swanzy the General would not be able to do this on 16 July as suggested but would be happy to do it at some other mutually convenient time. We finally settled on 28 July at 11:00 a. m. Swanzy said he will send a letter confirming this. He also said all three of these members have expressed concern. about the treat- ment CIA has been getting of late and he hoped this program might be useful. (Unclassified - DFM) Called Tom Hart, Committee staff, and rescheduled the meeting originally scheduled for July 3rd for July 8th at 2:00 p. m. 10. (Unclassified - DFM) Received a call from Terry Modglin, on the staff of the House Committee on Merchant Marine and Fisheries, who inquired whether the Agency might be able to provide a general back- ground briefing on the economic and social conditions in Panama and how they relate to Panama's negotiating position on the Canal treaty for the members of the Subcommittee on Panama Canal. I.told him I thought there would be no problem, that I would check and call him back. 11. (Internal Use Only - DFM) Accompanied, OGC, to a meeting with Irene Margolis and Marshall Goldberg, staff members of the The Committee is investigating the qualifications of Earl Silbert to be United States Attorney for the District of Columbia and is looking into information provided by the Agency to the Justice Department and United States Attorney regarding the Watergate break-in. It was agreed at the meeting that I would seek the release of four documents which Margolis and Goldberg thought would. be useful to the Committee. (See Mr. II Memorandum for the Record. ) Dr. Chamberlain, IG, approved release of the documents. 12. (Internal Use Only - FMC) Called Mike Cavanagh, Staff Assistant, House Post Office and Civil Service Subcommittee on Postal Facilities, Mail, and Labor Management, and confirmed with him the the Director's appearance before their Subcommittee on Thursday, 10 July at 9:45 a. m. in room 304 Cannon House Office Building. 13. (Internal Use Only - FMC) In response to a call. I made earlier to the office of Senator John V. Tunney (D., Calif. ), I received a call from Doug Lea, also on the Senator's staff, who told me the Senator received copy #282 of the book, "Where's What" which was enclosed in the Director's letter to the Senator dated 25 June 1975.
