called and posed several additional requests to the letter to the Director
from Senator Edward M. Kennedy (D. , Mass. ), dated 25 September 1975.
Michie asked that we provide the 1963 Inspector Genera7.'s report: on drugs;
the name of the present Chief, BAI3/OTS in order that they may contact: him;
and asked that we process necessary -security clearances if any of the material
that the Agency must provide is classified. I told him I would check and let
him know,

8. I I LIAISON Took a call from James Michie,
Senate Judici, a ,X., u commit on Administrative Practice and Procedure
staff, who wanted two things: 1) contact with the Chief, Behavioral
Activities Branch, and 2) some idea how we were planning to respond to
Senator Edward Kennedy's (D. , Mass.) letter of 25 September. With regard
to the latter, I said we would respond in part as some of the questions will
take more time because files were not available. Furthermore, he will be
competing with the Senate Select Committee which is also going into the
same area at the moment. In any event, he will not get all the answer.n by
3 October. I added that my boss hasn't decided just how much detail we will
provide his Subcommittee at this time. As to the Chief, BAB, I said we do
not usually give out names but I will check and see whether it will be appro-
priate for Michie to talk to him. He also wanted me to add Boston Psycho-
pathic Hospital to the list of institutions in paragraph 5 of Kennedy's letter..
9. I IHEARINGS Received a call from Walter
Sheridan=Senate .Tudiciarv Subcommittee on Administrative Practice and
Procedure staff, who said that Chairman Edward M. Kennedy (D. , Mass.),
was planning hearings on 8 or 9 October on behavioral and drug experi.-
mentation involving human subjects. They will want a witness from CIik
and DOD. He said we should get a letter some time today or tomorrow
naming the witness and the time frame involved. I indicated that Senator
Frank Church's (D., Idaho), Senate Select Committee, might be having
hearings on the same topic in the next few days, but that didn't bother him.
He didn't have any more information and explained that he was just an.
Indian when I said he wasn't very helpful.

of the Separation of Powers Subcommittee, ana+P C'nrn"tee on the .Tudicia ,
called to clear up some final details for the full committee report on the Earl
Silbert nomination earlier this year. The Agency provided information on the
Agency's cooperation with the U. S. Attorney's office during the Watergate
investigation.
