Michie wanted to know if he could keep everything except the IG report on loan until the hearings were over. I said that we would get back to him on that matter. 2. (Unclassified - RC) HEARINGS Spoke with Major George Lippe ncott, Office of Legislative Affairs, DOD. He reported that his meeting of 31 October of interested parties in DOD resulted. in a decision to support Senator Edward M. Kennedy's (D. , Mass . ), proposed bill to establish a President's Commission for the Protection of Human Subjects. Aside from a few changes in language, particularly the word monitor for investigation, DOD will have no problem with the bill. There is no heartburn in DOD on the question of the Secretary being a member of the Commission. General Dirks will be the DOD witness for hearings which are scheduled for 7 November. He expects a call from us 1600 hours to coordinate responses on those areas where CIA and DOD interest overlapped.
