1. BRIEFING Bill Hogan, Counsel, Rouse
Armed Services Committee, called and requested that the briefing
before Chairman Lucien N. Nedzi's (D., Mich.), Special Subcommittee
on Intelligence, next Monday include the subject of allocation ?f total
Soviet resources to their defense effort vis-a-vis the U. S. and the two
trend lines that permit analysis of the situation. , OCI, 25X1A
was advised.
2. I BRIEFING Met with. Alan Ramberg, a
congressional intern in the office of Representative David Obey (D. , Wis.
in response to his earlier call to We discussed in general 25X1
terms Agency procedures for granting congressional. committees access
to compartmented information. He asked that arrangements be made for
Mr. Obey to he briefed on the sensitivities which require the protection
of compartmented information since he has been getting n-iore into our
material and he wants a better understanding of the security implications.
The briefing was tentatively set for 10:30 a. m.. Wednesday, 19 November.
HEARING Met with Duke Short, on the Sew! 5X1A
Judiciar?r-..%ubcom.mittee on Internal Security staff, and discussed further

requested by the FBI. Arrangements for executive session 25X1A

briefing of Representative Charles Diggs (D., Mich.), Chairman of
the Subcommittee on International Resources, Food. and Energy,
House International Relations Committee.
8.1 1 LIAISON Called Lefty Anderson,
Chief, Investigations and Survey Staff, House Appropriations Committee,
concerning the Investigation Staff's request of DIA for a list of NIE's
and said the Director would prefer to provide this information directly
to the staff and that he felt they should also review other merrioranda
which serve the same purpose. Anderson agreed with this approach
and will alerE (Head of DIA Investigation Staff) to
expect the material directly from us. The information was transmitted
to later in the day.
9. BRIEFING Iti connection with
the briefing of Representative Edward Koch (D., N. Y.) on the situation
in the Middle East, arrangements were made with for
F_ I NIO/'MEE, and OSR, to present the
briefing on Friday, 14 November at 9:30 a. m.

Delivered to Senator John Sparkman's (D. , Ala. ) office a letter from
the DCI concerning a possible leak from the Senate Foreign Relations
Committee. Copies of the same letter. Mere delivered to Senator
John L. McClellan (1). , Ark. ) and Senator John C. Stennis (D. , Miss.
Left a copy of the follow-.up material of a briefing on the Middle East
with Marian A. Czarnecki, Chief of Staff, of the llou:,e Committee
on International Relations. Czarnecki was to return the documents
along with the Congressional Check List: that same afternoon. Also,

America,that it was favorable and for us to go ahead. Kogan asked if a
portion of the financing of the sale was still going to be handled by the
acceptance of a note. I told him my last information was that it, wculd be
and he said this was fine since GAO had also approved the arrangement
with that provision in it.
