11. Called Jack Marsh, Counsellor to the
President, about the problems we were having with Representative Bella
Abzug's (D., N. Y.) Subcommittee and her insistence on the appearance
of OGC. I told Marsh that as the Director had indicated in
his note to him last week, we are concerned about the fractionalization of
jurisdiction over Agency matters in the House. Marsh said he would talk
to Chairman Otis G. Pike (D., N.Y.), of the House Select Committee, to
see if he would be willing to assert jurisdiction in this instance.
Later in the day, Marsh called to say that he struck out completely
with Pike who said this was a matter we should take up with. Representative
Jack Brooks (D., Tex.), Chairman of the full House Government Operations
Committee. I told Marsh that I didn't think this would be successful since
we were already having jurisdictional problems with Brooks in connection
with his request for a copy of the Inspector General's report of 1973.
12. Guy McConnell, of the Senate Appropria-
tions Committee staff, called regarding the Director's appearance before
the Intelligence Operations Subcommittee on Wednesday, 30 July 1975 and
said he wanted to be sure that the Director covered the situation in Turkey
and also in Panama. Lave him a little rundown about our concern about
and said I am sure the Director will cover these
two areas in his briefing.
13. Received a call from Mark Kleiman, on
the staff of Representative Les Aspin (D., Wis.), concerning the recent
allegations about Agency counterfeiting of U. S. currency for use in South-
east Asia. I told Kleiman that there was no truth to these allegations and
in response to his questions about an inquiry by Senator Henry M. Sacksonts
(D. , Wash.) Permanent Investigations Subcommittee I said that we were
doing everything we could to refute these allegations, but this is another
case where it is difficult to prove the negative. He asked that we keep him
posted on this subject and I said I would do so.
14. Bill Ashworth, on the staff of the Arms
Control, International Organizations and Security Agreements Subcommittee,
Senate Foreign Relations Committee, called to make a last minute check on
art uc ie ing o the Subcommittee tomorrow morning. He wanted
to be sure that the briefing didn't merely go through the various countries in
alphabetical order. I told him that I. was quite sure that Mr. Duckett planned
to cover the most important countries first and then cover the remaining
countries in order of the decreasing liklihocd of their developing nuclear
weapons capability. The above information vas passed on to Sayre Stevens,.
Associate Deputy Director for Science and Technology, who saw no difficulty
with it.

25X1A 1. Guy McConnell, Senate Appropriations
Committee staff, asked about the status I told him
that a fairly firm decision had been made not to go back, and added this
was not to be publicized. McConnell said he understood.
In the absence of Pat Holt, Chief of Staff,.
talked with Elly Vogtmann, of the
staff, and asked her to pass a message to Holt that I would prefer the
question of the sanitization. of the Dulles testimony on the U-2 incident
not lae an issue at today's session. I said I hoped to have the transcripts
up to Holt today or tomorrow.
3. Elly Vogtmann,
called and asked if the Director's briefing COUICL be
changed from 11:30 a. in. to 12:15.. After checking with the Director's
office, this time was confirmed.
Accompanied the Director to a world
wrapup briefing of the House Armed Services CIA Subcommittee. See
Memo for Record.
6. Mark Kleiman, in the office of Representative
Les Aspin, called regarding the briefing on SALT he had requested. I told
him we could do this for the Congressman but would have problems on
security classification levels for the staff and therefore could not include
him (Kleiman). Kleiman said he has gotten a good bit of information from
Larry Eagleburger, NSC staff, and could not understand why he could not
get a briefing from us. He said he would talk to Aspin and see if he (Aspin)
would want the briefing for himself only. Kleiman said h-~ would be back
in touch.

21. Accompanied General Walters to a briefing
of the House Armed Services Committee I
to a briefing of Senator Dale Bumpers (D., Ark.) on the situation
in the USSR versus the U. S.

23. I Received a call from Gordon Carlson, of
Representative John B. Breaux's (D. , La.) office, concerning a constituent:
inquiry. The constituent had a list of fourteen questions regarding the Agency.
Carlson asked for guidance on how to answer them without going into too
much detail. I answered some of the basic questions for him, such as
"What was the Agency's statutory charter? " and suggested that he direct
the constituent's attention to recent publications such as the Rockefeller
Commission's Report in answering the other questions.

service which is in contact with Air America concerning ferrying planes
from Thailand to the United States. Pike wanted to know if Air America
could pay its bills. After discussing this with . 0C_,C; I
called Pike and told him that they can. The concern of the ferrying
company arose out of word from pilots in Southeast Asia that Air America
is going out of business.

material with the Senator and provided him with maps of the African
