I BRIEFING Jerome Levinson, Counsel, Subcommittee on Multinational Corporations, Senate Forei n Relations Commi-.eP--called to set up a briefing with OER, own the- overseas deposit, holdings of U. S. banks and oil producers deposits explaining that this was a suggestion of of NSA, whom Levinson had recently met with on this same subject. Levinson said he would like Karin Lissakers, of the Subcommittee staff, to accompany him. I told Levinson we would check into this and be back in touch. OCI, was advised. 11. I BRIEFING Pat Holt, Chief of Staff, Senate Foreign Relations Committee, called and said the Committee would like to receive a rVe ing rom the Agency and the Department of State on Africa on Wednesday, 29 October at 10.00. Holt said that this would not be a joint CIA/State briefing. Holt felt that the briefing would last only an hour. I confirmed with Holt that the Committee was basically interested in Southern Africa but that it is possible that some of the senators might ask questions about Northern Africa, such as Morocco and Spanish Sahara. 12. LIAISON Talked to Jim Wilson, Technical Consultant, House Science and Technology Committee, explaining that we had not been in touch with the Committee for some time because of the press of other business but that we had not forgotten them. Wilson thanked me for the consideration and asked us to review our holdings to determine if we might have something of interest to report to the Subcommittee on Space Science & Applications chaired by Representative Don Fuqua (D., Fla.). He agreed that we could provide the prepared statements of the Director but not the transcripts or the memoranda. 4. I I LEGISLATION Bob Carlstrom, OMB, called to sapid 'VOUICi c ear our report on S. 2170, the Congressional Right to Information Act, provided that a few changes were made. I told him I thought the change 3 were unnecessary and that I would call him back tomorrow. 13. He asked, that all countries be included. I told him this would be arranged. Was, advised. F ill see Brady on Friday morning. 16.1 I LIAISON Called Guy McConnell,,. Clerk, Senate Appropriations Committee, and told him of the existence of a leak of the "Taylor Report" as well as the hold down. on it. He said the hold down "doesn't bother me. " I alerted him to the annex of the Congressional Checklist and explained the source situation to him. I then told McConnell. about the requests we have received from the Select Committees for copies of Memoranda for the Record of Committee briefings. He agreed with me that we could give copies of the statements prepared for the Director's use but not the memoranda. I then discussed with McConnell our reclarz.a letter on the budget and said I had suggested the Director see Senators Roman Hruska (R.,. Nebr. ) and. Milton Young (R., N. Dak.). McConnell said if we saw them, he thou-ht we should see Senator John Pastore (D., R. I.) and the other members of the Committee also. He said if we go up and. say "save this program and cut others" we could lose all. the programs. I I LIAISON Received the page proofs of the Director's testimony before the Subcommittee on Priorities anal Economy in Government, Joint Economic Comnm.ittee, from Richard Kaufman, on the Committee staff, who requested that we complete our A - - - 25X1 25X1 paring the changes we requested to the galley proofs and we concluded that all our requested changes were made in the page proofs. We, therefore-, advised Kaufman that we had no objection to their publication of the information,. Arrangements were made later for the Agency to ride the jacket: for 350 copies.. 12. I I INTELLIGENCE BRIEFING :f. met: with Rick Gilmore, on the staff of the Subcommittee on Multinational Corporations, Senate Foreign Relations Ca eel and delivered to him a copy of the Research Aid on Soviet Grain, 1960 to 1973, which had been provided this office by I OCI. We also discussed the agenda for a briefing of Gilmore and Senator Dick Clark (D. , Iowa) for their proposed trip to the Soviet Union. (See Mernorandumn for the Record. } 13. ADMINISTRATIVE - DELIVEIfI:E"S I took a cal. from Charles Snodgrass, on the staff of the Subcommittee on Defense, House Appropriations Committee, who mentioned that: we had promised him a verbatim transcript of Director Col.by's press conference imntnecjia.tel.y.followi.ng the confrontation betwe_en the Executive: Branch and the House Select Committee on Intelligence. I told him we would get one to him immediately. A copy was provided to Comptroller, for delivery to Snodgrass the following day. Page 4 14. HEARINGS Dr. Sohn ilolntfeld:, on the staff of Chairman Ray orn ton s Subcommittee on Domestic and Inter-- national Scientific Planning and Analysis, Committee on Scicnce and Technology, called and stated that he had talked to Chairman '.Thornton regarding our desire to have an Agency witness testify in o-xecrtt:ive session at the hearing on 28 October. Chairman Thornton fell: t]:1a.t even though he could understand our reasons for an executive session, he still wanted to hold an open hearing.
