Had a talk with Don Henderson- I Foreign Relations Committee staff about work he is doing in connection w1fli the Murphy Commission report. Henderson indicated that Senator Mike Mansfield (D. , Mont.) recently asked him to do some work for him in his capacity as a member of the Murphy Commission. He is particularly concerned with a review of the Rockefeller Commission report. We exchanged views on a number of issues, including the recommendation with respect to opening up the intelligence budget and the recommendation for a joint committee on intelligence. 2. Perhaps it is worth noting here that a number of people I have talked to on the Hill who are working on joint committee legislation in some capacity are reluctant to see the proponents of joint committee legislation taking on jurisdictional battles with the Armed Services Committee, Foreign Relations Committee, the Judiciary Committee, and the Joint Committee on Atomic Energy on the question of exclusive jurisdiction of a joint committee of departments and agencies that are otherwise under the jurisdiction of those committees. This is also consistent with Senator John C. Stennis' (D. , Miss.) position that he will not fight the establishment of a joint committee so long as the legislative oversight of the Armed Services Committee is retained. Further, it relates to remarks I have made that in my opinion, the proposals sponsored by Senators Hubert Humphrey (D., Minn.) and Charles Mathias (R., Md.) in the Senate and Representative Clement Zablocki (D. , Wis.) in the House, for a joint committee on national security have more support than the straight proposals for a joint committee on intelligence with exclusive jurisdiction over the intelligence community.
