1. 1 11 LEGISLATION Received a call from
George Gilbert, OMB, who requested 20 additional copies of the Agency's
1976 Legislative Program, which he had received from us earlier in the
week.
2. INTELLIGENCE BRIEFING
Sat in on a briefing conducted by OER,
for Richard Kaufman, on the staff of the Joint Economic Committee,
and Ronald L. Tammen, on the staff of Senator William W. Proxmire
(D., Wis.). The briefing had to do with some recent evaluations which
the Agency has made concerning Soviet military spending. The staffers
were also advised about the possibility of a leak of this information.
The briefing went very well. We agreed to provide them with ruble
costs of U. S. defense expenditures and also to advise them as further
developments take place.
International Relations Committee, on the situation in the Middle East.
The session, which lasted for about two hours, appeared to be appreciated
very much by the members.

Senator Henry Jackson (D., Wash.) had written the Secretary of Intexior

maintain the program on a temporary basis until interior is in a
position to fund it.
6. LIAISON Called Howard Feldman,
Chief Counsel, Permanent Subcommittee on Investigations, Senate
Government Operations Committee, concerning the inquiry on 25X1A
and told him that there was no record substantiating 25X1A

letter to this effect which I said we would supply but only on the basis
that it would not become part of the public record and he agreed to
that condition.

Samuel Stratton (D., N. Y.) visited Headquarters to address the Latin
American Division chiefs of stations conference from 9:00 to 10:00 a. m..
which went very well.

Assistant to enator Charles Percy (R., Ill.), called and said that
Edgar Weinberg, Assistant to the Executive Director of the National
Commission on Productivity, was interested in productivity trends in
Eastern Europe and wanted to know how he could plug into CIA on this
subject. 17 1 OCI, will handle this with Weinberg.

a briefing for himself and Jack Sullivan,
10:00 a.m., on the subject of Indochina.
Clerk, Senate Appropriations Committee, and told hina of the existence
of a leak of the "Taylor Report" as well as the hold down. on it. He said
the hold down "doesn't bother me. " I alerted him to the annex of the
Congressional Checklist and explained the source situation to him.
I then told McConnell.about the requests we have received from
the Select Committees for copies of Memoranda for the Record of
Committee briefings. He agreed with me that we could give copies of the
statements prepared for the Director's use but not the memoranda.
I then discussed with McConnell our reclama letter on the budget
and said I had suggested the Director see Senators Roman Hruska (R., Nebr. )
and Milton Young (R., N. Dak.). McConnell said if we saw them, he thought
we should see Senator John Pastore (D., R. I.) and the other members of
the Committee also. He said if we go up and say "save this program
and cut others" we could lose all the programs. He strongly recommended
against doing it that way.

6. INTELLIGENCE BRIEFING Along with
Mr. Cary and met with several members on the staff of
the Senate Government Operations Committee to provide there background
information on congressional oversight of CIA in anticipation of the
Committee's December hearings on. the subject. Paul Hoff, Counsel
to the Corr mittee, and Senator Abraham Ribicoff's (D. , Conn. ) aide
chaired the meeting. (See Memorandum for the Record. )
7. ADMINISTRATIVE - DELIVERIES
Delivered to Jim Davi son, Counsel to the Subcommittee. on Intergovernmental
Relations, Senate Committee on Government Operations, an additional copy
of the Director's responses to Senator Edmund Muskie's (D. , .Maine) questions
on the implementation of E.O. 11,652.
8. F'BIS Tool-, a call from Chuck Cunningham,
on the staff of Representative Richard Ottinger (D. , N. Y. ), who asked if
we could arrange for the Congressman to receive the FBIS Dail Re port,
Asia and Pacific, on a daily basis. I then called FBIS and arranged for the
Congressman to begin receiving the publication next Tuesday, and so
informed Cunningham.
