APPEALS SCHEDULED FOR AUGUST 8
ICRC MEETING
Two appeals cases have been scheduled to be heard by the Committee at
its meeting on August 8.
The first case was submitted by the State Department on behalf of Pro-
fessor Barton Bernstein who had requested declassification of correspondence
between President Kennedy and Chairman Khrushchev regarding the Cuban
missile crisis. Although the State Department felt continued classification
was unnecessary, they requested the advice of the National Security Council
since the documents had originated in the White House. NSC disapproved
declassification although no reason was cited. After another review of the
documents, the State Department still believes that the documents do not
warrant continued classification.
The second case involves a decision by the Archivist not to declassify the
1952 Presidential document which created the National Security Agency.
The decision was made under Section 11 of E.O. 11652 after consultation
with the Defense Department and the National Security Agency.

consideration.
