7. (Internal Use Only - PLC) Went by the office of Senator James L.
Buckley (R., N. Y.) to contact John Kwapisz, the staff man who prepared
bl", uckley's amendment to the Elementary and Secondary Education Act of 1965,
which limits access by Government agencies to educational records. Kwapisz'
secretary said that he could not make the appointment. I later received a call
from Bill Schneider of Buckley's staff. We briefly discussed the Agency's
concern; he assured me that Senator Buckley did not intend a blanket denial
of access to all information from the files of educational institutions. Schneider
said he was sure Kwapisz would call me.
8. (Unclassified - PLC) Picked up from the House Post Office and
Civil Service Committee a Committee Print of S. 1688, to protect the con'
stitutional rights of Government employees.
T assured him again that we were not pressing the matter and left it up to him

Moorhead (D., Pa.) a package of maps requested by a constituent.

Chairman Lucien N. Nedzi, Special Subcommittee on Intelligence, House
Armed Services Committee, and reviewed the following items: the major
qi1sues presented by the reported out "Ryan amendment" to the Foreign
Assistance Act, the revision of the Intelligence Sources and Methods
proposed legislation approved by the Director, and the procedures for
handling the inquiry from Representative Thomas Rees (D., Calif.).

employment interview for himself. After checking with Personnel, I
called him back and set up the interview for Wednesday 11 December,
at 1430 hours.
