Forwarded herewith is the report of our survey of OER. Three copies have been forwarded to the Deputy Director for Intelligence. As you will note, it is not long and does not make many recommendations. This accurately reflects our satisfaction with the Office. 2. We found that OER management is addressing most of the problems that came to our attention. A distinguishing feature of management is the readiness to review established practices and try new approaches to old problems. We find it difficult to take issue with the approaches being taken. 3. The report is largely descriptive. Some of the arrange- ments struck us as different enough to record; some situations that were developing warranted comment even though we offer no proposals for handling them differently than management was doing. In one or two instances we describe situations, making low-key suggestions but refraining from formal recommendations that would elevate them to a level of importance that they do not deserve. In the same vein, the two recommendations that we do make should not be viewed as matters of the first magnitude. They simply are all that seemed to us to be worth formal notice. Obviously we think things are going well, with a nice balance between traditional line-of-command management and considerable freedom on the part of a very profes- sional body of employees. 4. We have discussed the report with the Director of OER and it should not require much time for him to respond to it.
