1. Prior to Colonel White's return I had a session on 22 October
with Q The following points were discussed with as 25X1A
Acting Executive Director-Comptroller.
a. NPIC - ZA: I brought him up to date on where we
were on the discussion of land, elaborating also some worries
that we had with the necessities to have all of these things
together as distinguished from being able to keep them separate
and pipe signals appropriately between locations. He surprised
me on NPIC by saying that in his briefing session at 25X1A
no one had raised the matter of moving. indicated 25X1A
that he would be prepared to surface some fundamental questions
if we had any to suggest.
b. Fact Book: On the fact book he indicated no items
other than those in his memorandum and suggested that we
should be sure to show a copy to
Garage Parking: On basement parking I learned that
did not plan to park there and he felt that we should
probably eliminate this garage as we had need for greater space
such as for the ZA proposition. He insisted that he wanted to
try parking in the West Lot so that he could know what problems
the other employees were facing. He asked that we arrange to get
him that kind of a parking ticket. (This was accomplished later
the same afternoon.) His idea is that we should make all of the

senior people park at some distance and get the benefit of the
exercise walking to and from their vehicles. In connection
with the remote parking of our employees I wondered
if we might be able to put in covered walkways to the principal
parking areas which at least would give some kind of protection
to those who had to move to remote areas. He wondered also
if instead we could position shelters so people can sort of hop
from shelter to shelter.

him some of the basic background paperwork which he felt
he would use and return.

g. Space Needs in the Building: II believes that
the garage is a prime candidate for use for this purpose and he
also suggested that we could utilize the court areas such as that
below his office window and that we could excavate and have a
huge usable area without rising above the first floor window
bottoms. Additionally, he asked that we consider putting plantings
on the roof over the rear section of the building between the two
wings - this would be the portion over the j and K corridors.
h. Employee Bulletins: II noted again his belief
that we should use the employee bulletin for more substantive
material in addition to that for which it has been used - the story

on Agency involvement ]for example, the story 25X1 C
on the Agency and drugs, t e proper position of the Agency
and operations in the U. S. and the 5 percent cut letters from
the President. (I don't know if there are any rules published
about the content of Headquarters Employee Bulletins but I
would like to have this question put to. and answered by
