I gave the Director a brief report on the history of the CIA direction signs which we originally put up and' which President Kennedy told us to take down. The Director`s immediate reaction was to put up new signs, but an learning that Senator Robext Kennedy also objected to the signs, he decided not to raise the question again at this time . b. I explained the on-call duty officer system for the holiday on Monday, 31 May. This system seemed satisfactory to the Director and, hence, will not be changed. 25X1A9a 2. I discussed with Emmett Echols again the Director's de-sire that each supervisor make a periodic report on the performance and problems of each person he supervises. Emmett had not fully understood that the Di- rector wanted this done by each supervisor and undertook to prepare a new proposed directive. (Incidentally, the Director raised this at the Executive Committee Meeting this morning and good-naturedly reminded me that he had not forgotten that he levied this requirement on DD/S . ) 3 . I talked with Mr. Kirkpatrick about his earlier requirement that attendance at an approved internal or external management course would be a prerequisite to enrollment in the Midcareer Executive Development Course. He has now decided that we should not insist upon this. I advised of this decision in Matt Baircl'~ absence and requested that we expedite publication of the regulation . 4. John Clarke telephoned about the proposed helioport. I gave him the background on why we decided to build a helioport and told him that I felt sure we would have to build one someday and that it would be much cheaper to build it while the contractor is doing the parking lot. I also told him that I had talked with Mr. Kirkpatrick about the helioport and that he had approved of its construction. John said that this was good enough for him and that it would not be questioned again. 5. I told the Director that I thought this house would be too expensive and that, if he wanted to build a $200, 000 house, the Riggs National Bank would probably expect him to came up with $I00, 000 or $125, 000 in cash or collateral. While he wishes to continue the explorations with Groom and Miller about building a house, he also re- quested that we concentrate on locating houses for sale in the Spring Hill area which are being built by W . C . and A . N . Miller and arrange to show them. to Mrs. Raborn. (I asked Alan Warfield`;to have his real estate people take care of this .)
