I advised Matt Baird of Mr. Kirkpatrick's desire to enroll _ 25X1A9a Tin the National Interdepartmental Seminar beginning on 14 June. e necessary arrangements have been made.) I learned from Matt Baird that DD/P has not yet filled its quota for the Seminar. I therefore called to remind him of the Director's desire that we fill our quota and told Tom that, since will attend the 25X1 A9a Seminar, he should nominate two instead of three candidates. 3. At the Executive Committee Meeting this morning: a. ommented on the Director's suggestion yesterday that we send exchange students to foreign police schools. For a minute I thought he had the Director talked out of this idea. This situation did not prevail, however, and finally the Director told Tom to select three or four young men for enrollment in the appro- priate schools. (I think that Tom will want to appeal this decision again, probably through Dick Helms. In a brief discussion with Tom after the meeting, I said that, if we have to do this, DD/S might nominate an instructor who would benefit from such training and whose long-range usefulness to the Agency would not be destroyed thereby.) b. Larry Houston reported that Senator Frank Lausche wants to see the television film, "Science of Spying." The Director said that he thought the less said about this the better and asked Larry to get in touch with the Department of State and give them our views because Senator Lausche is a member of the Foreign Relations Committee. I reported on the acquisition of an additional 190, 000 square feet of space in theRosslyn area, and everyone seemed quite pleased with this arrangement. d. Paul Borel raised the question of CIA contacts with the Peace Corps. (I should get up to date on this subject and make a report at the Executive Committee Meeting since it has been raised by both DD/I and DD/P within the last few days.) e. in commenting on NPIC, the Director said again that he wanted everyone to realize that all technical equipment which is five years old is out of date and that we should think about the equipment we will need five years hence. 4. 1 talked to Matt Baird about the CIA briefings for senior National Security Agency officials. The level of our briefers has been raised because of General Carter's interest, and Matt assured me that everything is in train. 5. Bob Bannerman and I philosophized with John Clarke about giving Deputy Directors more flexibility in the disposition of ceiling slots which they have been able to save. Specifically, we asked for a pool of such slots which we would administer. If this should not be possible, we asked for informal, off-the-record assurance that DD/S would be able to use those slots which we have been able to save. John assured us that he agreed with this position. This policy should not be g ig ven any publicity outside our immediate staff. 6. Dr. Tietjen and I talked with Dick Helms about th a se . 25X 1 A9a Dick agreed with me that John was taking a little more "blame" for this than 25X1 A9a was really necessary. Despite the fact that the Office of Medical Services should have been more aggressive, certainly no one can say that -would be alive today had they been. 25X1A9a 7. I met with Dr. Tietjen and to talk about the 25X1A9a 25X1 A9a case. has had the problem for eight to ten years and is perhaps no worse now. They felt that she should have psychiatric therapy and that it 25X1 A9a could be done best in the United States. From a strictly medical point of view, they felt that the _ should not be disqualified from returning to their overseas post. However, after adding management considerations to this opinion, I thought that it would be in the Agency's, and possibly Earl's, best Interest to return him to the States before too long. I also talked with Bob Fuchs about this.
