DIARY NOTES
25X1 A DD/ 21 June 1965
1. At the executive Committee Meeting this morning:
a. The Director told Ting Sheldon that he wanted to assemble a
group of scientists, including "soft scientists'" such as economists,
etc., at least twice a year to bring the Agency up to date on the state
of the art for the various technologies in which we are interested. It
was agreed that this would be of interest to the entire Agency, but
Ting undertook to get it started .
b. Mr.,K.irkpatrick reminded the group that there has been a
dearth of reporting on office accomplishments during the past week
or so .
c. I reported that we had activated astand-by radio-teletape
25X1 A6a circuit to - to ensure uninterrupted communications with - 25X1 A6a
d. I also reported on the departure of the United States Military
Information Control Committee to ~ to conduct a security in-
spection. The Director had never heard of US-MICC and found this
very interesting.

2, I attended a meeting in Dick He1m.s';' office with Mr. T~xkpatxick
ohn Clarke,, Lary Houston, and
cleared thoroughly and carefully with the Bureau of the Budget.
3 , John Clarke has invited the new Chief of the International Division
of the Bureau of the Budget, James Clark, to the Agency far a luncheon on
Tuesday, 29 June. I said that I would be glad to have lunch with them,
4. brought down a paper which had been approved by Dick
Helms directing that certain revisions be made in our regulation on contacts
with the press. I would like to make these changes and publish this regula-
tion before my departure from DD/S.

b. The Director talked at some length about the recent B-52
bombing mission in South Vietnam' and vaanted the Agency to concentrate
its efforts on the results of the bombing and protection of future flights.
jack Smith will examine the problem from the Washington end, and DD/P
will examine it from the field.

6. Dick Helms called to ask me to give some thought to an appropriate
medal for Mr . Kirkpatrick and what kind of party, if any, we should give
him. Later in the day I told Dick that I thought Kirk should be given the
Distinguished Intelligence Medal and that I thought either a luncheon or a
dinner in the Executive Dining Room would be appropriate . I believe he
agreed with these suggestions. He will speak to ,Admiral R,aborn about it.
I also urged Dick to award the medal and have the luncheon or dinner prior
to Kirk's departure .
7 ~ Dick Helms buzzed me to say he had heard that had 25X1 Aga
applied for re-employment. I confirmed this and told him a little of the
background. (See my Diary Notes of 14 May 1965.) Dick said that he was
not in favor of re-employing her and that he would have to be convinced
that her return would be in the best interest of the Agency.
25X1 Aga $ . John Bross telephoned to say that ~ had recommended Major
General Sory Smith as a good prospect for the position of Assistant to the
Director for Public Affairs. I told him that I knew General Smith slightly
but that, since we have already hired I thought there 25X1 Aga
would be no point in talking to him.
