1. At the Executive Committee Meeting this morning Paul Borel raised
the question of a "promotion freeze. " The Director didn't know what he was
talking about, and General Carter and Mr. Kirkpatrick were both emphatic
in saying that there was no promotion freeze and told Paul that he should get
in touch with the DD/S and the Director of Personnel to find out the score.
2. John Tietjen and I discussed the Inspector General's memorandum
of 21 December 1964 growing out of their survey of the WH Division. I
asked John to talk with Jack Earman about this. (John will then write a brief
memorandum in reply.)
3. I discussed the upcoming Managerial Grid Program in the Office of
Finance with Bob Fuchs and I was disappointed that nothing ~oA IA
seems to have been done about gettin this show on the road since it was ap-
25X1A9a proved some weeks ago and that was still pretty fuzzy about 25X1A9a
just what is going to be done. will be in town tomorrow, how-
ever, and they will have a lengthy meeting to try to sort out all the problems.
I emphasized my desire to move forward with the program as rapidly as
possible but consistent with our normal workload.

4. I talked with Mr. Kirkpatrick about the Senior Management Seminar
at from 7 to 12 February. Inasmuch as Bob Bannerman will be
participating as a member of the Financial Polic and Bud et Committee, I
will not attend this Seminar and have so advised 25X1A9a

keep him fully briefed on the case.)
8. Dr. Tiet jen called to report the following:
a. who is in California, is going downhill very
fast and probably will not last too much longer.

9. In connection with the "Quarterly Statistical Report for Non-staff V'
Personnel" which General Carter directed us to prepare, I learned very
confidentially from Jack Farman that Mr. Kirkpatrick has assigned John
to develop practically the same information. It therefore be-
comes important that we get this matter sorted out and decide who is going

10. Dr. Tietjen and I chatted about a position for who
will probably return to duty sometime soon. We arrived at no final con-
clusions but agreed that we should explore the possibility of loaning him
to DD/S&T for six months to a year on a slot-free, cost-free basis.
