4 February 1965
1. I talked with John Clarke about the memorandum of 28 January 1965
to the Executive Director from the Deputy Director for Plans, subject: "JOT
Input for the Clandestine Services, FY 1966 and 1967. " John agreed with
my idea that we should tell Dick Helms that we expect him to take ninety
JOT's and that we will, of course, be glad to have thirty internal JOT's if he
can provide thirty who are qualified. We will not, however, lower our
standards. I undertook to draft a proposed reply. (I asked Matt Baird to do
this.)

2. Matt Baird told me that a member of the Inspector 25X1A8b

ton again. Matt told him t at this was the umpteenth time that this matter 25X1A
had been studied in the last several years and that, while the Office of Train-
ing has never sought this project, they were ready, willing, and able to run
it at least as well as it is being run if they were given the real estate, the
money, and the personnel to do it. (I want to talk with Jack Earman about
this and to be kept informed on the progress of these surveys.)
3. I chaired a meeting of DD/S staff people; from DD/P; 25X1 A9a
25X1 A9a jack Earman, the Inspector General; Emmett Echols, 25X1 A9a
from the Office of Personnel; and John Clarke and 25X1 A9a
from BPAM to discuss the problem of statistical reporting of non-staff per-
sonnel. I think that it was a constructive meeting. We agreed that there
were two parts to our over-all problem: (a) what do we have to provide to
the Bureau of the Budget, and (b) what do we need to satisfy Agency require-
ments. We also recognized that we have to make our peace with the
Bureau of the Budget by July of this year and that in order to proceed with
this program and meet the deadline, we should keep changes to existing
categories of personnel at a minimum and should concentrate on developing
a statistical reporting system. Thereafter, we can study the categories
and make whatever changes are necessary. Simultaneous with the develop-
ment of a system, we should solicit from the Area Divisions and others as
appropriate a "ballpark" figure of just what we have in all categories at the
moment. I emphasized that what we want to know is not only how many and
what kinds of people are being paid from CIA funds but also what proprie-
tary projects, such as - we own and operate but are not financed 25X1A2g

with CIA funds. I offered the chairmanship of this committee to BPAM, and
it was declined. I therefore appointed , as chairman of a committee
to be made up of a representative from /P, and the Office of Com-
puter Services to get on with this problem as rapidly as possible.
