our time talking about this, and I was frank with them regarding our past
experience, our present system, etc. I requested, however, that they not
use this information to seek any special benefits for NSA. Herb also wanted
o discuss common problems with Dr. Tietjen since they antici-
pate that they might be drawn into the Congressional investigation on psycho-
logical testing as well as the polygraph. I told Herb that I would encourage
this and that I would alert Dr. Tietjen that he might receive a call from Dr.
2. John Clarke telephoned about the following items:
a. He said that he has asked Mr. Kirkpatrick to take half an hour
to be briefed on the Office of Communications' master plan. I said that
we would welcome this but thought that we could do it in less time.
b. John advised me that he plans to take a trip to Africa sometime
soon and that he wants to look into I
told him that he was more than welcome to do this.
c. John wanted to know the status of our gymnasium/swimming pool
project so that could start sounding out people on the Hill.
I said that I would seek an appointment with Kirk early next week to give
him a briefin on this and would suggest that he invite John Clarke and
1o be present.
3. At the Executive Committee Meeting this morning General Carter
cautioned o ensure that there are no slip-ups about Mr.- 25X1A5a1
testimony e ore Senator Long's committee. He was not satisfied with John's

report that the committee's chief counsel had been briefed and directed that
both Senator Long and the committee staff be briefed and that the FBI and
the Secret Service also be informed. He went on to say that he was available
twenty-four hours a day to inject himself into this if necessary and that he
was determined that this ball should not be dropped.
4. I learned from Paul. Chretien this morning that Senator Edward
Kennedy had received a letter from a constituent about the Joan Zola article
in the National Review and that it had been sent to the Civil Service Commis-
sion via buck slip. This would indicate that the Senator may not be personally
aware of this case and that we are probably right to play it in low key.
5. I talked with Howard Osborn and Matt Baird separately about the case
involving I asked Howard to talk with
them and to to em a , w e e g d like to be as compassionate
and helpful as possible, they must recognize that this is primarily their prob-
lem and that we will have to reserve judgment on what we can and will do until
they tell us how they propose to handle the problem. I also told Matt that I
would have to reserve judgment on whether should remain with the,
Agency or continue to be the Agency's At the moment I feel
that he should not leave the Agency, but I have serious reservations about
whether he can continue to be the Agency's . (Later I met
with Howard Osborn, Dr. Tietjen, and Emmett Echols to discuss the case.
We reached no decision, and I will meet with them tomorrow at 10:30 a.m.)
