1. Bob Daly, Commissioner of the Public Buildings Service, telephoned
to say that he had talked with Mr. Boutin, Administrator of GSA, about the
possibility of reopening the question of downtown office space for CIA units
now located in the temporary buildings and the . Mr. Boutin
thought that we should give it a try, and Bob will have his Region 3 people
25X1A9a get in touch with to work on the problem.
2. General Kuter telephoned me in General Carter's absence to say that,
when he had lunch with General Carter on 31 July, he had expressed some ap-
prehension about jeopardizing Pan American Airways operations in Kenya by
flying from Rio de Janeiro to Johannesburg. Since the luncheon he had talked
to Juan Tripp, President of PAA, who has no such apprehensions. General
Kuter asked that this information be put in the proper channels. (I referred
it to Mr. McCone. )
4. Jim Garrison telephoned to talk about personnel assignments in the
25X1A9a Office of Logistics below the level of Director and Deputy Director. He

Staff. Jim favored a delay in making these changes at this time and suggested
that we wait until around the end of the year. (I think that in back of his mind
is always the possibility that he might come back as Director of Logistics,
which would in his thinking make his deputy and leave -
-as Chief of the Supply Division. He made no direct statement to this
effect, however.)
