new employees who had just completed their training and were being

quite good.
3. I talked to Mr. Kirkpatrick about the case. He was not
25X1 A9a very sympathetic to and said that the latter doesn't need the money.
However, he had no objection to my approving the request to waive the Agency
training agreement in this particular case if I thought that it was justified.

4. advised me that the Director signed the letter to the
Comptro er Genera concerning retroactive salary increases and that it
has been delivered. John anticipated a favorable response to everything
except retroactive pay increases for our executive pay positions. I fur-
nished him copies of some earlier correspondence with the President and
the Bureau of the Budget on this subject which, I believe, lends support to
a retroactive adjustment.
