General Carter said that Secretary Rusk had been asked to ad- dress the Sons of the Republic of Texas in Dallas and that Secretary McNamara had been asked to address the Dallas Council of World Af- fairs. He said that the President had some reservations about Cabinet officers speaking before these groups and asked me to dig up any infor- mation we had on them. (Memoranda were furnished by the Office of Security on 22 September.) b. We again discussed what we should do about a security clear- ance for Mr. Oshler of Congressman Patman's committee. It was the consensus that we should obtain a security clearance on Mr. Oshler, but no one seemed sure just how to ask for it. Congressman Mahon told that he couldn't help us in this situation. It was sug- gested that we approach Congressman Patman with our problem, but no final decision was made. This led to a discussion on what clearances we have on members of Congress and their staffs. I said that we did not presume to investigate Congressmen themselves but that we do have clearances on their staffs which are obtained through the Department of Defense or other Government agencies. (I confirmed the accuracy of my statements with Howard Osborn. I asked him to have a current check made to ensure that we do, in fact, have clearances on all Con- gressional staff personnel with whom we deal.) c. I advised the group that, if our early retirement bill is passed by Congress, it cannot become effective until the regulations have been approved by the Chairman and the senior minority member of both the Senate and House subcommittees. We want to make an all-out effort to get this approval before they leave town. Accordingly, each Deputy Di- rector was requested to designate an individual to represent him on a coordinating committee and to ensure that his authoritative comments are returned to the Office of Personnel within twenty-four hours after receiving the draft regulation. In this connection, General Carter said that he wanted to ensure that we didn't regulate ourselves into a strait jacket and that the regulations are written to allow the Director the maximum discretionary authority. They also briefed me on the Automatic Voice System (AUTOVON) being installed by NCS. In essence, this system will permit direct dialing by subscribers to almost any United States installation in the world par- ticipating in the system. Dick Helms and I met briefly with General Carter to discuss filling 25X1A9a the three vacant "at large" Executive Pay Scale positions. Dick wanted to fill them with Jim Angleton, General Carter declined to take any such action without considering all the grade GS- 18's in the Agency who might be deserving of such recognition. I under- took to furnish him with a list of the grade GS-18's. I agreed later with Dick to show him my comments on the list before I sent them forward. 7. I talked with General Carter and later with Howard Osborn about the case of General Carter felt quite strongly that the Director's responsibility Mort protection of intelligence sources and methods compels him to have an important and continuing interest in this and all other such cases. He agreed that this was an appropriate subject to be put on the agenda of the USIB Security Committee meeting and that all members should be admonished to take appropriate action in any such case to ensure that the national interest is served.
