DD/S t~r23 September 1964
1. At the DD/S Staff Meeting this morning Larry Houston said that, if
the retroactive pay rider which is now before the Congress is passed, he
felt that all our problems concerning the Scientific and Executive Pay Scales
and the 500 contract employees who were not covered retroactively would be
solved. Otherwise, he thought that we might still have some problems. In any
case, he is deferring his opinion until he learns the outcome of the rider.
2. I conferred briefly with Alan Warfield. He was just feeling his way,
and we didn't discuss anything of great significance. I told him that as he
looked at his office organization he should keep in mind that I had felt for a
long time that there was too much written communication within the Office of
Logistics and that the reason could be too much staff. He agreed that this
might well be correct, and I think that he and will both take a 25X1 A9a
good, hard look at the situation.
3. I talked to Mr. Kirkpatrick about the following items:
a. I talked to Kirk about his memorandum to the Chairman of the
Retirement Board concerning I told him that this memo -
randum had created a great deal of confusion as to whether the Agency's
retirement policy had been changed. He was emphatic that he did not
mean to change the policy; however, he was reluctant to sign another
memorandum to this effect. He said that he thought his memorandum
was clear. It is more than obvious that it is not clear, but I can under-
stand his reluctance to admit this. (In any case, I want to write a brief
memorandum to the Director of Personnel summarizing my conversation
with Kirk.)
b. I reported to Kirk that we are going to take some action to re-
duce the overtime of the assigned chauffeurs but that I did not wish to
single ou He agreed with this procedure.
4. Pat Coyne telephoned to get some information about our Executive
Pay structure and our grade GS-18's, which I supplied. (See my Memorandum
25X1A of Conversation.)

and I met to discuss what changes might be made in current procedures to
permit greater participation by the Clandestine Services in the recruitment
and selection of JOT's. It was unanimously agreed that DD/P would provide
senior officials to participate in the actual interview of those candidates who
are probably destined for DD/P service and that this would be done without
disrupting our present processing schedule or procedure in any way. (As
soon as this plan is started, it should of course be applied to other Deputy
Directorates to the extent to which they wish to participate.)

Bob Bannerman, and I met to discuss how the Clandestine Serv-
ices might participate more actively and more effectively in the training of
Clandestine Services officers generally. It was unanimously agreed that
25X1 A9a we would establish a Clandestine Services Training Board with Matt Baird
and s Chairman and Vice Chairman respectively and with
suc membership as the DD/P desires and that the Board would meet peri-
odically but regularly to discuss training philosophy and doctrine with the
objective of ensuring that the Office of Training has the latest and best input
to their courses which the Clandestine Services can provide. It was dis-
tinctly understood that this Board would not become a mechanism for the
solution of administrative problems. At the conclusion of both of these
meetings, made it clear that, while he recognized, as
we all did, that there was a certain body of opinion in the Clandestine Serv-
ices that they should do their own recruiting, own training, etc., this is
not the view of Dick Helms, it is not Agency policy, and none of the sugges-
tions which he made today or will make in the future are aimed toward this
end. I thought that his attitude was most commendable and his suggestions
highly acceptable. I suggested that DD/P draft a Clandestine Services
Notice announcing the establishment of this Board and that as many meetings
as possible be held at r somewhere away from the Headquarters
building.
7. John Clarke telephoned to try to set up a meeting at the Bureau of the
Budget to discuss our communications expansion in Europe. I told him that
I would be away Monday and Tuesday, 28 and 29 September. He will try to
arrange a meeting sometime later in the week.

8. Matt Baird told me today in the presence of that 25X1 A9a
it was evident to him from discussions with our recruiters yesterday that
they still don't understand that they can admit that we have a Clandestine
Services, that we operate overseas, etc. Tom. urged me to correct this be- 25X1 A9a
fore the recruiters leave town. I called and asked him to find
out about this, to ensure that this impression is corrected, and to report the
facts to me.

9. I talked with Mr. Kirkpatrick about his Action Memorandum No. 25X1 A9a
A-426 directing that we employ We agreed to leave the
matter "open" with a definite understanding that I would take no action on
it without further instruction. (See my Memorandum for the Record.)
10. 1 discussed the case of with Dr. Tietjen. He said 25X1A9a
that he certainly understands unhappiness and reasons for be- 25X1 A9a
lieving that Dr. Tietjen is playing footsie with him. Dr. Tietjen insisted
that this was not so and said that he would be glad to release- if 25X1 A9a
he can do so without violating a fundamental principle. Dr. Tietjen be-
lieves, however, that he is on the verge of reaching a mutually agreeable
understanding with on how their psychologists might work 25X1 A9a
together, complementing rather than competing with each other. He does
not want to release or refuse to release intil this is settled. 25X1A9a
He believes that, in spite of his absence rom t e country for three and
one-half weeks, he will either reach agreement with by 25X1 A9a
1 November or they will know where they cannot agree. On this basis we
agreed that I would personally see - and without going into any 25X1 A9a
detail would explain to him that I had given his case careful consideration
and that he would be told positively sometime between now and 1 January
1965 whether he would be released. (I advised Jack Earman how I intend
to handle this case.)
