At the Executive Committee Meeting this morning General Carter ex- pressed his distaste for presenting the paramilitary display in the garage. He asked that we take another look at this problem and suggested that we use part of the main lobby or the main concourse on the first floor. 2. I interviewed who was interested in a position with the Agency, and gave him a set of application forms to submit should he so desire. However, I gave him no encouragement. (See my Memorandum to the Director of Personnel.) 3. John Clarke set up an appointment with the Bureau of the Budget for 1430 hours on 2 October to discuss the communications problem. I agreed to attend. 4. were in to brief and me on proposals to improve the parking situation at the 2430 E Street area. Their plan seemed to be sound and involved changing the traffic flow, elimi- nating arcking on the grass except in emergencies, and marking the parking spacesa center line down the road. This plan will provide a total of 110 parking spaces in this area. Further, the District Government and Public Buildings Service have agreed to provide 45 to 50 additional parking spaces immediately south of the South Building. These spaces should be available in 90 to 120 days. When this is done, we should be able to have a much more orderly and satisfactory parking situation. If the facts as reported by Jack Smith are true, our US-MICC representative, should have kept the Agency ormect; and asked Howard to give me a brief report on just what did happen and to alert that there is no worse sin than allowing the Director to be scooped in a matter of this kind. Jack Farman briefed me, with the definite understandin that I would not reveal my source, on an alleged security indiscretion by (See my Memorandum for the Record.) 8. I talked with of the Assessment and Evaluation Staff about his desire to transfer to the Technical Services Division and told him that we would give him a definite decision one way or the other prior to 1 January 1965. I also asked him to remind me of this commitment if he has not heard from me by 15 December. My conversation with was 25X1A9a very brief. However, I was concerned by his statement that he has had noth- ing constructive to do for six months. (I passed this along to Dr. Tietjen and asked him to ensure that this situation was corrected.
