1. Matt Baird gave me a brief fill-in on the critiques of the Midcareer
Course to date. He said that John Clarke had been the best received speaker 25X1A9a
and tha had been rated lowest. My portion of the presenta-
tion was generally well received. Bob Fuchs' and Howard Osborn's presen- 25X1A9a
tations did not rate well; was credited with having a difficult
sub ect; and while was good, he was not as good as Eugene 25X1A9a
who spoke at earlier Courses. I agreed with Matt that nothin f 25X1 Aga
need be done about this until he has prepared a summary of the Grit que~ther
for our general consideration,
2 ~ was in to brief me on the arrangements which have
been ma e w t e ark Police to get the Director downtown quickly if nec -
essary in case of traffic congestion on the George Washington Parkway.
Briefly, the plan. provides that someone can call a prearranged number at
the Park Police, identify himself as a CT.A Security Officer, and say that a
car with such-and-such a license number at such-and-such a location needs
help. The Police would contact by radio their patrolman on the Parkway,
who would pxoceed to the car and lead it through the traffic . They think
that this plan will work as long as the wheels can turn but re worried about
bad weather. The Director's Security Staff and are being briefed
on these arrangements. There is still the possi ility of arranging for
helicopter service in case of real necessity.
3. I met with Bill Crockett, Deputy Under Secretary of State for Ad-
ministration, and told him that we could not comply with his request of 18
September that CIA investigate his Office of Security personnel. Marvin
Gentile participated in the meeting, and upon further reflection both agreed
that this was the right decision. (See my Memorandum of Conversation.)

has refused to accept an assignment to Saigon, Matt has recommended to

Agency. I talked with Emmett briefly about this. (We want to focus on this
case very promptly since it will set a very important precedent.)
