1. At the Executive Committee Meeting this morning:
14 October 1964

b. I proposed that we write a letter to the Fairfax County Planning
Commission expressing our support for their zoning policy: wos n the
approved by the Board of Supervisors on 15 July 1964, and opp g
construction of high-rise or medium high-rise apartments in close
proximity to our Headquarters building. General Carter wanted to dis-
cuss this with the Director and said that he would advise me. Later
General Carter returned my proposed letter to the Chairman of the
Fairfax County Planning Commission and advised me that he had cleared
it with the Director. The Director said that this letter was certainly
all right although he wandered whether it was strong enough; he wants
to fight the proposition. I told General Carter that I thought this letter
was adequate for the Planning Commission and that we could write a
stronger one to the Board of Supervisors should this become necessary.
He told me to fight the rezoning and not to hesitate to use the Director
or the Director's name should it become advantageous to do so .
2. I telephoned Sutton Jett, Director of the National Park Service, to
inquire whether he was making any representation against the proposed.

scheduled for 19 ?ctober but said that he would get right after it and that
he would certainly be inclined to make some representation if the apartment
would be located within one-half mile of the George Washington Parkway. I
urged him to do so and offered to supply any further information which we

3. Bob Fuchs reported that he and Emmett Echols have arrived at a
tentative agreement with regard to the early retirement procedures which.

would separate the fiscal and .other aspects of the program, the fiscal as-
pects remaining in the Office of Finance. He thought that I should be
briefed, and I agreed. In connection with this agreement Emmett raised
the question of whether ould be the best individual to run 25X1A9a
this program. Bob Pointe out t at a as a problem with Frank and would
like to have us place him somewhere else not later than 1 November. I
told him that I would look into this without delay:
4. Alan Warfield was in to discuss several items.
a. Alan believes that the Office of Logistics is making substantial
progress with the interested offices in implementing the procurement
policy which General Carter has not yet signed, and he suggested that
we drop the whole question. I told hirn that as of Monday, 12 October,
I had asked Mr. Kirkpatrick to get this paper signed but said that, if
General Carter did not do so, I would not pursue it.
b. I agreed with Alan on the following general outline of reassignments:

This is obviously a fairly long-range plan.
c. I talked to Alan about promotions in the Office of Logistics, and
he told me that he has decided to hold there up except in ver outstandin
cases, of which he thinks he has only one at this time-- 25X1A9a

set up a project to handle our language stable. Frank was sympathetic with
the idea but felt, as I do, that the Ageney should give me some policy
guidance on whether these proposals are looked upon favorably as a matter
of principle. He undertook to obtain such guidance within the next few
days, and I sent John Clarke a copy of Matt Baud's mernarandum so that
he will have something more specific to discuss with Mr. Kirkpatrick and/-
or the Director.

b. Larry Houston reported that our early retirement bill had been
signed. The White House wishes to keep it quiet for the moment, how-
ever, but intends to make some announcement about it this afternoon.
9. I advised Matt Baird that I had briefed Mr. Kirkpatrick on General
Carter's reaction to the- case and that I was withholding further 25X1 Aga
action pending Kirk's discussion of the case with General Carter.
