At the Executive Committee Meeting this morning the Director said that Secretary of Defense McNamara had asked him to work out some system whereby he could receive certain messages faster. In this particular instance a very important message about the Congo was received yesterday morning, 14 October, around 10 a.m, and the Secretary had not yet received it at 2 p.m. We have an SQP under which the National Security Agency is respon- sible for seeing that the Secretary of Defense receives such messages. The Director asked Ray Cline and John Bross to work out an arrangement with. NSA whereby we could send a message of such urgency direct to the Secretary of Defense. (I see no responsibility or action required here on the part of the Office of Communications .) 25X1A9a 4, who is on home le was i fo n r a visit. He saw ittle prospect of expanding our perations in the near future. With d regar to our operations he thought that there would be relatively minor irritants such as complaints. as to haw many Americans are there, their diplomatic privileges, etc . , but he saw no rea- son why we couldn't continue to operate there for the foreseeable future. Jack believed that, if this. should happen, we could say that we would be glad to 25X1A move- but it would take some time and that the would grant the tune. (I will talk with Jack again when he returns to town in about ten days 25X1A9a about a replacement for as Chief of Support ~iext 25X1A6a year . ) 25X1A h? talked with me confidentially about an offer which he has 25X1A9a received from Larry Houston to become Chief of the Legislative Staff. I told Jack that I thought he would be an ideal person for this job, but I ques- tioned seriously whether he would receive the same satisfaction from this 25X1A6a job that he does from being Chief of Station, - This would be a liaison rather than a legislative job, and Jack could certainly do it very well. However, his only overseas service has been as Chief of the tation, 25X1A6a and he probably would not have another chance to get in five years o over- seas service in order to qualify as a participant under the new early retire- ment program. He unquestionably was. tempted by the offer, however, and said that he would like to come back and talk with me personally and con- fidentially about it some more.
