Dick Helms mentioned that the Allen-Scott article of 22 October 1964 alleging that CIA withheld information from the Warren Commission was in error but quite accurate in the substance of the information which was alleged to have been withheld. Dick speculated that this leak must have come from the Pentagon. The Director wants to take up this matter at the USIB Meeting tomorrow, and I asked the Office of Security - to provide the Director with a memorandum in the course of the day. 25X1A6a 25X1A9a 25X1A9a c. The Director said that he would be in San Francisco on Monday, 2 November, and also that he would go too brief the new govern- 25X1A6a ment sometime soon, probably about 15 November. about the apparent shortage of KW-26 25X1 A6a 25X1 A9a 2. John Tietjen was up to discuss with me briefly how his Board of Ex- aminers might implement the portion of our newly acquired early retirement legislation concerning disability retirement. He tended to lean toward external Board membership, possibly including someone from the Civil Service Com- mission. I said that my tentative reaction would be to lean toward external membership also but to shy away from the Civil Service Commission. At Emmett Echols' request I spoke to Mr. Kirkpatrick about nomina- ti f ' ons or the Federal Woman s Award. He agreed that, since the 25X1A9 a Merit Awards Board had unanimously recommende we submit her name. I advised Emmett, who will prepare th e supporting documentation. I also asked Emmett to write a brief note to those components which submitted nominations to thank them for their nominations and to advise them of the Board's decision. 6. Jim Garrison telephoned to express his appreciation fir ncs~ 25X1A 7. I received a telephone call from Mr. Dulles. He said that he had run out of the photographs which had been made while he was the Director and wondered if there was some way in which he could obtain about fifty more copies'. He said that he would be happy to pay whatever we would be out of pocket. I asked the Printing Services Division and the Technical Services Division to send me samples of the pictures they might have on file. I will then ask Mr. Dulles to select the one he prefers.
