2. Emmett Echols was up to discuss several items.
a. Emmett delivered his proposed early retirement regulation,
and I sent copies of it immediately to DD/S Office Heads with the request
that they give us their comments by noon on Monday, 1 June. Emmett
advised me that Ray Cline's philosophy about DD/I people retiring with
a full annuity at age 60 or 62 when eligible is in sharp contrast with Bob
Amory's. Ray thinks generally that people should retire but says that
so many exceptions are being made in other parts of the Agency that it
is difficult for him to enforce this policy. Emmett agreed with me that
this sounded like Ray is looking for an easy way out instead of accepting
the responsibility to administer this policy with flexibility. I suggested
to Emmett that he prepare a consolidated report which we could send
forward to the Office of the Director showing the number of exceptions
which have been made by name and component.

b. Emmett presented me with a proposal to have General Carter
throw out the first ball when the new baseball diamonds are opened next
Wednesday, 3 June, and to have a short dedication ceremony, at which
time the fields would be named the Memorial Field. 25X1A9a
I discussed this with Mr. Kirkpatrick, who accepted my recommendation
that we have no dedication ceremony on such short notice and that we not
name these fields after anybody without very careful consideration. I 25X1A9a
passed this information t and told him to invite General
Carter to throw out the first ball; if he is not available, they should then
invite Mr. Kirkpatrick.
c. I authorized Emmett to approve Matt Baird's request to renew
reserve appointment for three years.
