I advised that the letter from Mr. Jack Valenti to the Di- 25X1 A9a rector about the ceremony on 22 June for the President's Award for Distinguished ` Federal Civilian Service had not been sent to me and that I understood the "Office of the Director" was handling the matter. I wanted Walt to know that, if the ball should be dropped, it had not been passed to us. 6. I concurred in a paper dated 9 June which Jack Earman wrote con- cerning future administration of Project MKULTRA. It does not settle some of the outstanding questions as to whether some of the research being done under this project is properly supervised from a medical point of view. How- ever, it does ensure that DD/S will have a full role to play in the development of policies under which the project will be administered and it does provide that, unless specifically excepted by the Director of Central Intelligence, for each subproject there shall be an administrative plan approved by the DD/S or his designee.
