DIARY NOTES
1. I attended the ceremony at the White House at which the President
presented the Distinguished Federal Civilian Service Award to Mr. Kirk-
patrick and three others. It was indeed well covered with movies and still
photography. (I asked Emmett Echols to follow up with the Civil Service
Commission and the Navy to ensure that we get a copy of the movie.)
2. Matt Baird telephoned me about the possible transfer of -
to the "S" Career Service when he assumes the position of Chief of Support,
NPIC. I told Matt that I would have to give this matter some thought and
would eventually want to talk tc~
