1. 1 agreed with Larry Houston that DD/S would accept the responsi-
bility for notifying in low key both the Staff Director of the Joint Committee
on Printing and the Public Printer of our plans to construct a new printing
building at Langley. I asked to do this and 25X1A9a
to furnish the General Counsel and me a memorandum of their conversa-
tions.
2. Larry Houston spoke to me about the status of our overtime policy.
I told him that I realize the ball is in my court on this and said that I thought
I would simply have to talk with Mr. Kirkpatrick and/or General Carter
sometime very soon. The problem grows out of a court ruling to the effect
that employees who work overtime must be compensated whether they are
directed to work overtime or do it on a voluntary basis. If anyone should
contest our present policy, presumably it could be found illegal by the courts.
3. was in to see me about what he might tell a Washington
investor for whom his wife works about CIA's interest in 400, 000 square feet
of commercial office space. (He owns some property in Rosslyn and would
like to develop it to meet our requirements.) I told Ted that we have no im-
mediate requirements but that within the next couple years we would need
additional space to accommodate those personnel now housed in the -
Building and certain temporary buildings which are scheduled for destruction.
I also said that we were trying to bring some pressure on GSA now to provide
for this contingency and that I had no objection to his wife's telling her boss
this.
