I advised the Director that the National Security Agency has re- quested briefings on our entire personnel procedures and that these briefings would take place within the next few days. 25X1A9a b. In view of ique position in the SIGINT commu- nity I advised him of my planned visit to NSA tomorrow. He thought that this was a very good idea. 2. Emmett Echols advised me that the recruiters feel very strongly that it would be highly desirable to change JOT to COT. I asked him to get together with me soon to support this thesis since I want to make a decision on this matter rather promptly. '3. John Tietjen plans to be on leave on 20 August, at which time he is scheduled to address the DD/I Supervisory Responsibilities Course. I told him that he could either have someone else make the talk or we would pay his transportation expense to and from his leave point if he wanted to make it himself. 25X1A6a 5. brought their abbreviated proprie- tary real estate summary to me, as a result of which I am not at all satis- fied that we have this situation in hand yet. I asked them to review their criteria and to discuss the subject with me again. 6. Emmett Echols and I met with Mr. Kirkpatrick and about the CA Staff's objection to the use of an Agency consultant to develop pension plans and the like for proprietaries. This is only one facet of a much bigger problem; i.e., to what extent does the Agency propose to control and manage proprietaries? Kirk undertook to discuss the whole problem with the Director. Mr. Kirkpatrick approved in principle of paying the salary of a physical fitness instructor from appropriated funds. I asked Emmett Echols to go ahead with this after completion of a security check on a prospec- tive candidate. 8. At General Carter's request I arranged to supply General Blake, Di- rector of the National Security Agency, with the percentage of employees we have in each grade from GS -14 through GS-18 . Larry Houston telephoned to say that General Carter had referred our paper on disaffected employees to him and that he was inclined to suggest that instead of writing a paper the contents of our present paper be commu- nicated orally to the Deputy Directors.
