DIARY NOTES
DD/S 23 July 1964
1. 1 spent most of the day at the National Security Agency receiving
briefings on their problem areas. The briefings were very interesting,
although I spent a good part of the time hearing about and looking at things
which were not my concern and which I generally didn't understand.
Director for Personnel Management (including Personnel, Security,
Training, and Medical), are really anxious to profit from our experience
in the administrative field.
b. The briefing on mechanization of personnel records, in which
I was particularly interested, had to be scratched for lack of time. It
was agreed, however, that we would schedule this briefing for some -
time next week.
c. I was also interested in a chart which they showed me on their
career operational structure. I think that it might be worthwhile for
our Personnel people to look into this. We might even be ahead of them
in this field, but it was interesting to see it charted.
d. Chief of their Space Analysis Center,
made a very strong plea for three more communicators at -
He cited a recent incident in which very important and very critical
intelligence was missed simply because they did not have enough per-
sonnel at eletype the information back here as it was
received
e. The briefer on Southeast Asia was critical of CIA because we
send certain traffic from Saigon to Washington, D. C. and then back
to its point of origin when it could have been disseminated locally. He
also emphasized the desirability of having a circuit from NSA-
to CIA -rather than having to go through a very circuitous
routing.
2. I spent almost an hour visiting and talking with Jim Garrison at his
home. (See my Memorandum for the Record.)
