1. At the Executive Committee Meeting this morning the recent anti-
25X1 A9a Sherman Kent article by was discussed. Apparently
at least one of her quotes was taken almost verbatim from a National Intel-
ligence Estimate. (I asked Howard Osborn to look into this and told him to
expect a call from the Director's office.)

2. I met wit Howard Osborn, and others to dis-
cuss the ossibilit of contracting for guard and other services at the
25X1A6a While contracting for guard services is not
impossible, there are a number of practical difficulties connected with this
action. I asked them to restudy the situation, giving priority to the possi-
bility of contracting for other services.

using an incentive clause in more than 60 percent of all contracts over
$100, 000. They also can show "cost reductions" of approximately $3 mil-
lion during Fiscal Year 1964, which is comparable to the McNamara
"gimmicks. "
