2. I reviewed with nd Howard Osborn the case of an a
learly failed to meet our security requirements and will be turned
down. John will brief Senator Jackson on the case, and since the Senator is
a friend of the Director I said that I would advise the latter tomorrow morn-
ing.
3. 1 approved of Emmett Echols` hiring the physical
fitness instructor, on contract for one year at the grade GS-12 level, subject
of course to satisfactory security processing.
4. I talked with Emmett Echols about the various awards coming up
within the next twelve months such as the President's Award for Distinguished
Federal Civilian Service, the National Civil Service League Career Service
Award, and others. We agreed that we should seek nominations for all of
these awards during the month of August, regardless of when these nomina-
tions would have been due.
6. While talkin with Matt Baird about the problems in changing guards

of whether we might get GSA to accept this responsibility on a reimbursable
basis. I called Bill Schmidt, Deputy Commissioner of the Public Buildings

Service, who led me to believe that this was not beyond the realm of possi-
bility. I will follow up on this before we make any final decision.
7 . I asked to alert General Carter to the fact that I might 25X1 A9a
want to become the Director of Logistics so that he will have 25X1A9a
this in mind when he sees Alan, who is on TDY at Headquarters this week.
