I told him that Mr. Kirkpatrick had assured me that we did have the green light but said that I would double check. I talked with Kirk about this. He thought that it was not necessary to obtain Senator Russell's approval but that it might be courteous to tell him about it. I asked him to assume the responsibility for doing this inasmuch as the Director is now scheduled to see Senator Russell at noon on Tuesday, 4 August. 2. and I met with Mr. Rex Whitton, the Federal Highway Administrator, to seek a use permit for additional Bureau of Public Roads property on which to locate a parking lot. We didn't get very far. In short, Mr. Whitton was willing to give us the use permit in exchange for space in the Matomic Building. (See my Memorandum of Conversation.) 4. I interviewed the Administrative Officer in= 25X1 A6a who was so highly commended by -. He appeared to be all that Dave said he was and is a man whose development we should watch closely. 25X1 A9a 5. Chief of Station, telephoned to say that he would like very much to have as his Chief of Support when Fred _ tour is up next summer. At the Executive Committee Meeting this morning: 25X1C4b b. The ceremony, medal, etc., for Congressman Vinson was dis- cussed, and it was decided not to give him the Distinguished Intelligence Medal. The Director also expressed some reservations about having the President visit the Headquarters building at this time. The situation was left a little hazy, but as I understand it, Congressman Vinson will be invited out for a luncheon, at which time we will give him some token of our appreciation such as a paperweight.
