Shef Edwards queried me as to whether I had any objection to two or three people from the International Division of the Bureau of the Budget having badges. Inasmuch as we have several hundred such badges in circulation, I do not think that we can object to these particular ones being issued. He will consult with the justice Department without delay to see if we can agree on language that would protect us. If not, we should seek an audience with Congressman Dawson as soon as possible. LKW :mam:fp 10. I participated in a meeting with General Carter, Mr. Dulles, General Cabell, and Messrs. Kirkpatrick and Echols to discuss the idea of forming a CIA Alumni Association. It was not a terribly fruitful meeting, and Emmett took rather detailed notes. However, I believe that the consensus was that we should use our existing stand-by reserve organization and mechanism as a vehicle on which to build. I undertook to prepare a staff study for General Carter's con- sideration. Approved For Release 2001/08/01 : CIA-RDP76-0,P183R000400020161-2 SECRET
